青岛市城市发展与水资源利用结构的协调性研究

【摘要】：水资源作为基础性资源在青岛市城市发展中起着重要的作用,城市发展需要协调与水资源利用的关系,水资源的利用结构是水资源利用的关键方面,在倡导结构化改革和共同发展的背景下,城市发展与水资源利用结构的协调性关系就变得更为重要。本文通过整理国内外关于城市发展与水资源的相关文献,对青岛市城市发展与水资源利用现状进行分析,确定城市发展评价指标体系和水资源利用结构评价指标,利用层次分析法和熵值法计算综合权重,根据协调性评价模型(协调发展度)获得青岛市城市发展与水资源利用结构之间的协调性水平。评价结果如下:青岛市城市发展与水资源利用结构的协调发展度,总体呈现增长的态势,由2007年的0.4211增长到2015年的0.9242,2007年-2008年为第一个阶段,协调发展度为中度协调,2009年-2015年为第二个阶段,协调发展度为高度协调和极度协调协调。城市人口与水资源利用结构的协调发展度呈上升的趋势,呈现类似“U形”发展态势,城市经济和水资源利用结构的协调性变化趋势与城市发展和水资源利用结构的协调性变化趋势基本一致,城市社会与水资源利用结构的协调发展度呈现上升的趋势,范围在0.2-1之间,增长幅度最大,2013年开始,城市各子系统与水资源利用结构的协调发展度吻合度高,协调发展度趋势一致,均在高度协调甚至极度协调的状态。为了进一步促进城市发展与水资源利用结构的协调性,提出树立节水意识,改善生活用水;产业调整,优化工业用水;利用科技促发展,改进农业用水等建议。
[Abstract]:As a basic resource of water resources plays an important role in the development of Qingdao City, the city development needs the coordination and utilization of water resources, water resources utilization structure is the key aspect of the use of water resources, in promoting common development and structural reform under the background of city development and coordinate the relationship between the structure and utilization of water resources is becoming more and more important. This article through the literature at home and abroad on city development and water resources of the relevant literature, the status of development and utilization of water resources in Qingdao city were analyzed to determine the evaluation index system of city development and utilization of water resources evaluation index, using AHP and entropy method to calculate the comprehensive weight, according to the coordination evaluation model (coordinated development degree) get the level of coordination between the structure of the development and utilization of water resources in Qingdao city. The evaluation results are as follows: the development of Qingdao city and water resources The structure of the coordinated development degree, showing an overall growth trend, increased from 0.4211 in 2007 to 0.92422007 in 2015 -2008 years for the first stage, the coordinated development degree is moderate coordination, 2009 -2015 in the second stage, the coordinated development degree is highly coordinated and extremely attuned.
