改进型PPP模式在城际客运铁路项目融资中的应用

【摘要】：如何吸引社会资本参与铁路建设,减轻财政压力,一直是困扰政府的难题。聚焦城际客运铁路建设领域,通过分析城际客运铁路的特点及现有铁路投融资模式的缺陷,将PPP模式与城际客运铁路建设结合,依据站线分离及综合开发原则设计出合理的风险收益共担机制,并在此基础上提出改进型PPP模式。该模式一方面可以减少投资总额,降低投资门槛,提升项目收益;另一方面能够吸引更多社会资本进入,有效弥补政府财政资源的不足,从而促进城际铁路项目投融资及车站枢纽的可持续发展。
[Abstract]:How to attract social capital to participate in railway construction and reduce financial pressure has been a difficult problem for the government. By analyzing the characteristics of inter-city passenger railway and the defects of existing railway investment and financing mode, the paper combines PPP model with inter-city passenger railway construction. According to the principle of station line separation and comprehensive development, a reasonable risk-benefit sharing mechanism is designed, and an improved PPP model is proposed, which on the one hand can reduce the total investment amount and reduce the investment threshold. Enhancing project income; On the other hand, it can attract more social capital, make up for the shortage of government financial resources, and promote the investment and financing of inter-city railway projects and the sustainable development of station hubs.
