Z市现代有轨电车项目PPP模式实施方案设计

【摘要】：近年来,伴随着经济的迅速发展和城镇化水平的大幅提高,Z市交通拥堵、雾霾天气等问题日趋严重。为此,Z市政府决定除继续进行城市地铁系统建设外,计划另行建设28条有轨电车线路,全长约426.9km。现代有轨电车建设和运营需要巨额资金,而过去基础设施建设完全由政府承担的投融资模式已经造成Z市政府性债务急剧增加。中央政府自2014年开始又连续出台了多个政策性文件,要求地方政府执行债务规模限额管理制度,其融资平台公司不得新增政府债务且必须去除为政府融资的职能。因此,研究以PPP(政府和社会资本合作)模式实施现代有轨电车线路投资和运营成为重要课题。本文在梳理准公共产品理论、城市轨道交通经济特性理论、PPP投融资模式基础理论基础上,总结借鉴伦敦、新家坡、北京、韩城等国内外轨道交通PPP项目上的实践经验和模式,结合Z市现代有轨电车示范线的具体技术经济情况,完成了对Z市现代有轨电车项目PPP模式实施方案的设计。实施方案包括运作模式选择、运作流程规划、边界条件界定、项目风险分配、交易结构设计、合同体系设计、监管架构设计和财政补贴测算等详细内容。为预先评估该PPP项目实施方案的可能效果,本文引入物有所值评价技术和财政承受能力分析技术对实施方案的经济性和对Z市财政的影响程度进行了初步量化分析得出了相关结论。本文的研究初步解决了 Z市现代有轨电车PPP项目在实施中的重点和难点问题,希望亦能为我国各地推广PPP模式进行现代有轨电车交通项目的建设和运营提供参考。
[Abstract]:In recent years, with the rapid development of economy and the increase of urbanization level, the problems of haze weather are becoming more and more serious. A further 28 tram lines with a total length of about 426.9 km are planned. The construction and operation of modern trams will require huge sums of money. In the past, the mode of investment and financing of infrastructure construction entirely undertaken by the government has resulted in a sharp increase in Z municipal debt. Since 2014, the central government has issued several policy documents in succession. Local governments are required to implement the debt size limit management system, and their financing platform companies are not allowed to add new government debt and must remove the function of financing the government. It is an important subject to study the implementation of modern tram line investment and operation in PPP (government and social capital cooperation) mode. This paper analyzes the theory of quasi-public goods and the economic characteristics of urban rail transit based on the basic theory of PPP investment and financing model. Summing up the practical experience and models of PPP projects of rail transit at home and abroad, such as London, Xinjiapo, Beijing, Hancheng, and combining with the specific technical and economic situation of modern tram demonstration line in Z city. The design of PPP mode implementation scheme for Z modern tram project is completed. The implementation scheme includes operation mode selection, operation process planning, boundary condition definition, project risk allocation, transaction structure design, contract system design, etc. Details such as the design of the regulatory framework and the calculation of financial subsidies. In order to assess in advance the possible effects of the implementation of the PPP project, This paper introduces value for money evaluation technology and financial affordability analysis technology to carry on the preliminary quantitative analysis to the economy of the implementation plan and the influence degree to the Z city finance. The key and difficult problems in the implementation of PPP Project of Modern Tramways in Z City, This paper also hopes to provide reference for the construction and operation of modern tram transportation projects by popularizing the PPP model in all parts of our country.
