【摘要】：随着大数据时代的到来,各行各业的人都开始进行大数据方面的研究应用。计算机科学,信息技术,应用数学,计算数学,运筹学,工业工程,电子工程,不一而足。就当前而言,我国利用“大数据”的领域非常广泛,其中包括高校毕业生就业数据统计在内的国家统计数据应用,而这种应用是国家、政府的顶层设计所必不可少的。数据之所以重要,就是因为其可以帮助政府相关部门有的放矢的开展工作,在提高决策成功率、社会管理效率等方面具有非常有价值的作用。然而,大数据时代的特点是应用先行,而相关理论研究具有一定的滞后性,因此本文针对高校毕业生就业统计问题,引入大数据相关概念理论进行研究,以期为大数据的理论研究与具体应用提供有益建议。本文将“大数据”理念与高校毕业生就业数据统计工作相结合,点明大数据对于高校毕业生就业统计的重要性与实用性,同时以社会治理理论为支撑,对以沈阳市为例的高校毕业生就业数据统计工作进行深入剖析,分析沈阳市高校毕业生就业数据统计的问题,包括公众对就业数据统计工作关注少,就业统计数据质量较差,基层统计人员身兼数职,就业数据统计工作上报机制不顺,统计上报系统不完善,数据分析应用时效性和监督性不强等等,寻找造成沈阳市高校毕业生就业数据统计工作问题的原因,包括:毕业生数据统计观念落后,就业数据统计培训效果差,就业数据统计机构层级较多,就业统计数据发布时间滞后,就业数据统计工作不协调,统计法规执法可操作性差等等,从而给出“大数据”背景下高校毕业生就业数据统计工作的改革对策,包括:改变统计观念以优化统计服务,加强统计信息获取能力;变革就业数据统计机构;增强数据时效提高数据价值;完善统计制度与协作机制;增强统计工作的法制体系等。
[Abstract]:With the advent of big data's time, people of all kinds of industries began to carry out research and application of big data. Computer science, information technology, applied mathematics, computational mathematics, operational research, industrial engineering, electronic engineering, For the time being, China uses "big data" in a wide range of fields, including the use of national statistical data, including employment statistics for college graduates, which is the state, The data is important because it can help the relevant government departments to work in a targeted way to improve the success rate of decision-making. The efficiency of social management has a very valuable role. However, the characteristics of big data era is that the application is first, and the relevant theoretical research has a certain lag, so this paper aims at the employment statistics of college graduates. In order to provide useful suggestions for the theoretical research and practical application of big data, this paper combines the concept of "big data" with the statistical work of employment data of college graduates. This paper points out the importance and practicability of big data for the employment statistics of college graduates. At the same time, taking the theory of social governance as the support, this paper makes a thorough analysis of the statistics of employment data of college graduates taking Shenyang as an example. This paper analyzes the problems of employment statistics of college graduates in Shenyang, including the lack of public attention to employment statistics, the poor quality of employment statistics, the number of jobs held by basic level statisticians, and the poor reporting mechanism of employment statistics. The statistical reporting system is not perfect, the application of data analysis is not effective and supervision is not strong, and so on, to find out the causes of the problems in the statistical work of employment data of graduates in Shenyang, including: the concept of statistics of graduates is backward, The statistical training effect of employment data is poor, there are many levels of employment data statistical agencies, the time of release of employment statistics data lags behind, the statistical work of employment data is not coordinated, the operation of statistical laws and regulations is poor, and so on. The reform countermeasures of employment data statistics of college graduates under the background of "big data" are put forward, including: changing the statistical concept to optimize the statistical service, strengthening the ability of obtaining statistical information, reforming the employment statistics organization; Strengthen the data limitation, improve the data value, perfect the statistical system and cooperation mechanism, strengthen the legal system of statistical work, etc.
