基于供给侧结构性改革的乡镇总体规划变革响应

【摘要】：供给侧结构性改革是新常态时期中央政府做出的顶层设计,将会对我国经济社会发展及城乡规划产生重要的影响。新时期,如何落实供给侧结构性改革的要求,是我国各级地方政府及规划工作者共同面对的议题。文章以乡镇总体规划为切入点,对供给侧结构性改革进行了规划学解读,从供给侧结构性改革的视角分析了现行乡镇总体规划存在的主要问题,并以实现供需平衡为目标提出相应的变革应对策略,包括编制模式转变、功能完善提升和编制深度调整等,以期提高乡镇总体规划的有效供给,并为总体规划的转型创新提供一定的借鉴。
[Abstract]:The supply-side structural reform is the top-level design made by the central government in the new normal period, which will have an important impact on China's economic and social development and urban and rural planning. In the new period, how to implement the demand of supply-side structural reform, It is a common topic for local governments and planners at all levels in our country. The article takes the overall planning of towns and villages as the starting point and interprets the supply-side structural reform from the perspective of planning. From the perspective of supply-side structural reform, this paper analyzes the main problems existing in the overall planning of villages and towns, and puts forward corresponding reform strategies, including the transformation of the compilation mode, aiming at achieving the balance between supply and demand. The purpose of this paper is to improve the effective supply of the township master plan and to provide some reference for the transformation and innovation of the overall planning.
