PPP模式下城市综合管廊收费定价研究

【摘要】:综合管廊可以有效解决城市管线问题,成为城市现代化建设的必然发展方向,但综合管廊建设前期投资巨大。我国已建的综合管廊多是政府投资,管线单位免费使用或是缴纳较少的租金使用管廊空间,这种单靠政府投资建设的模式显然不能满足我国大规模建设的需求,资金问题成为综合管廊在我国发展的瓶颈。随着政府提出允许社会资本通过特许经营等方式参与城市基础设施投资和运营,综合管廊引入社会资本参与投资建设,为综合管廊的发展提供契机。然而综合管廊作为准经营性基础设施,如何进行收费定价,既保证社会资本合理的投资收益,吸引社会资本投资,同时还应考虑管线单位的承受能力、政府财政补贴额度,采取一定的措施引导管线入廊敷设,由此本文提出建立PPP模式下城市综合管廊收费定价研究。本文通过对比国内外综合管廊的发展现状,总结国内外综合管廊在费用分摊、收费定价方面的成果;在分析综合管廊和PPP模式的理论基础上,提出PPP模式下综合管廊建设的特点为:政府必须给予缺口补助、产权始终归政府所有、政府监督制定收费价格,并设计出适合我国综合管廊建设的三种PPP模式方案,分别为:DBFO模式、管线单位入股模式、“北京地铁四号线”模式。通过对建设综合管廊的三种PPP模式方案分析后,提出PPP模式下影响综合管廊收费定价的关键主体为政府、社会资本、管线单位三方,而三方的定价目标又各不相同。考虑到综合管廊作为一种新的建设模式,改变了传统直埋管线的方式,势必会对管线单位造成一定的冲击,应考虑直埋管线的承受能力,同时结合地区财政能力,给予综合管廊建设的补贴也有一定的限制,因此在满足三方定价的目标基础上,PPP模式下综合管廊的收费定价还应受到多方面约束条件的限制,据此建立满足三方目标规划的收费定价模型;围绕PPP模式下城市综合管廊的定价目标及约束条件,对模型中的相关参数进行量化处理,引入实际案例对模型进行验证,并在论文的最后提出了五点推动综合管廊在我国发展的改善措施。
[Abstract]:The integrated pipe gallery can effectively solve the problem of urban pipeline and become the inevitable development direction of the city modernization construction, but the investment in the early stage of the construction of the comprehensive pipe corridor is huge. Most of the comprehensive pipe corridors that have been built in our country are invested by the government. Pipeline units use it free of charge or pay less rent to use the plumbing space. This pattern of government investment and construction alone obviously cannot meet the needs of large-scale construction in China. With the government's proposal to allow social capital to participate in the investment and operation of urban infrastructure by means of franchise, the integrated management corridor has introduced social capital to participate in the investment and construction. However, as a quasi-operational infrastructure, how to carry out the pricing of fees and charges can ensure the reasonable investment income of social capital and attract social capital investment. At the same time, we should also consider the bearing capacity of pipeline units, the amount of government financial subsidies, and take certain measures to guide the laying of pipelines into the corridors. Based on the comparison of the current situation of domestic and foreign integrated pipe gallery, this paper summarizes the achievements of the domestic and foreign integrated pipe corridor in the aspects of cost sharing and pricing; On the basis of analyzing the theory of integrated pipe gallery and PPP model, the paper puts forward the characteristics of the construction of integrated pipe gallery under PPP mode: the government must give the gap subsidy, the property right always belongs to the government, and the government supervises and sets the charge price. Three kinds of PPP models suitable for the construction of integrated pipe gallery in China are designed. They are: the PPP mode, the pipeline unit mode, the "Beijing Metro Line 4" mode. After the analysis of the three kinds of PPP mode schemes for the construction of the integrated pipe gallery, It is proposed that the key subjects influencing the pricing of integrated pipe gallery under PPP model are the government, social capital and pipeline unit, and the pricing objectives of the three parties are different. Considering that the integrated pipe gallery is a new construction mode, If the traditional way of buried pipeline is changed, it will certainly cause a certain impact on pipeline units. The bearing capacity of direct-buried pipeline should be considered. At the same time, in combination with the regional financial capacity, the subsidies for the construction of integrated pipe corridors also have certain limitations. Therefore, on the basis of meeting the goal of tripartite pricing, the pricing of integrated pipe gallery under the PPP model should also be restricted by various constraints, and a pricing model to satisfy the tripartite objective programming should be established. According to the pricing objectives and constraints of the city integrated pipe gallery in PPP mode, the relevant parameters in the model are quantitatively processed, and the actual cases are introduced to verify the model. At the end of the paper, the improvement measures are put forward to promote the development of integrated pipe gallery in our country.
