四川省城镇化与耕地集约利用耦合协调关系研究

【摘要】:耕地资源是人类赖以生存和发展所不可或缺的物质基础,我国耕地资源总量丰富,但人均占有量少,后备耕地资源可开发潜力小,加之我国正处于城镇化发展的快速阶段,城镇发展过程中引发的一个非常重要的问题就是城镇化对耕地的影响,造成耕地面积减少和耕地质量下降。而随着城镇化的发展和非农业人口的增加,人们对粮食与其他农作物的需求日益增长,要求有限的耕地提供更多的产出,因此,城镇化发展过程中,必须改变目前耕地粗放利用的模式,走集约高效利用的道路,才能满足人们日益增长的需要。理论上来讲,城镇化与耕地集约利用应是一种相互促进、协调发展的关系,但事实上,许多地区在城镇化发展的过程中存在耕地保护意识和粮食安全意识低下、“占优补劣”、农民农业生产积极性低、耕地撂荒等问题,导致耕地粗放利用,进而又影响城镇化的进一步发展,两者并未实现耦合协调发展。本文以四川省18个地级市为研究对象,结合2007-2013年各地级市城镇化和耕地集约利用的实际情况和相关数据,通过分别构建城镇化水平评价指标体系和耕地集约利用水平评价指标体系,进一步构建了城镇化与耕地集约利用耦合协调关系指标体系,运用综合水平指数模型、耦合协调发展度模型、空间自相关分析法和灰色关联分析法等模型和方法,借助Excle软件、ArcGIS软件、DPS数据处理软件和GeoDa软件,对2007-2013年四川省18个地级市城镇化与耕地集约利用的耦合协调发展关系和影响因素进行分析。总结得出以下结论:(1)四川省城镇化水平和耕地集约利用水平整体不高,大部分地区的城镇化水平为中等水平,耕地集约利用水平为低度集约水平,但城镇化水平和耕地集约利用水平总体呈波动上升的态势,且空间差异明显。(2)四川省城镇化与耕地集约利用耦合协调发展状况以较低度耦合阶段为主,耦合协调关系趋向于优化发展。2007-2013年四川省大部分地级市城镇发展以数量扩张为主,城镇化水平和耕地集约利用水平或两者均相对较差或两者差距较大,发展水平不协调,但与2007年相比,2013年四川省18个地级市中属于较低度耦合阶段和较高度耦合阶段的地区数量不断增加,属于低度耦合阶段的地区数量不断减少,耦合协调关系趋于优化发展。(3)四川省城镇化与耕地集约利用耦合协调发展度区域差异明显。总体特征表现为:东西方向上中部地区高于东部地区,高点集中在中部成都平原附近;南北方向上基本形成以成都市-资阳市为轴线,南北对称分布的特点。就2013年来看,属于高度耦合阶段的地区只有成都市,其城镇化水平和耕地集约利用水平均很高,两者基本形成了相互促进、和谐互动的关系;属于较高度耦合阶段的地区为攀枝花市,城镇化和耕地集约利用开始出现良性耦合;属于较低度耦合阶段的地区包括绵阳市、自贡市和雅安市等11市,城镇化水平和耕地集约利用水平不协调;属于低度耦合阶段的区域包括巴中市、宜宾市和达州市等5市,城镇化水平与耕地集约利用水平均很低,两者依赖程度较弱,相互作用不明显。(4)四川省(不含凉山彝族自治州、甘孜藏族自治州、阿坝藏族羌族自治州和攀枝花市)城镇化与耕地集约利用耦合协调发展度呈现不明显的空间正相关特征,但空间集聚特征减弱,不断向随机分布转变。(5)四川省(不含凉山彝族自治州、甘孜藏族自治州、阿坝藏族羌族自治州和攀枝花市)城镇化与耕地集约利用耦合协调发展度的局部空间分布呈现出一定的集聚性和和相关性,主要包括“高-高”类型区和“低-高”类型区两种类型区。(6)四川省城镇化系统与耕地集约利用系统之间的关联度较强,属于中等关联度。其中,城镇化系统中的环境城镇化水平和经济城镇化水平对耕地集约利用的影响最大,耕地集约利用系统中的耕地投入强度和耕地可持续度对城镇化的影响最大。最后,根据本文研究结果,结合四川省城镇化与耕地集约利用耦合协调关系的现状,从三个方面提出相关建议:走新型城镇化道路,提高环境城镇化水平;增加耕地投入,提高耕地可持续利用水平;因地制宜,实现城镇化与耕地集约利用的协调发展。
[Abstract]:Cultivated land resource is indispensable material basis for human survival and development, China's cultivated land resource is abundant, but the per capita amount, reserve land resource development potential, and our country is in a stage of rapid development of urbanization, which is a very important problem caused by the urban development process is the urbanization of the cultivated land, resulting in a decline in the quality of cultivated land and cultivated land area decrease. But with the development of urbanization and the increase of non-agricultural population, demand for grain and other crops growing demand, limited arable land to provide more output, therefore, the process of development of towns, must change the current mode of extensive utilization of cultivated land, go the intensive and efficient use of the road, in order to meet the growing needs of people. In theory, the urbanization and the intensive utilization of cultivated land is a kind of mutual promotion and coordinated development of the, But in fact, there are many areas of cultivated land protection consciousness and awareness of food security in the process of urbanization is low, "dominant inferior", farmers' agricultural production enthusiasm is low, the abandonment of arable land and other issues, leading to extensive use of cultivated land, and then influence the further development of Urbanization, the two did not realize the coordinated development of the coupling. 18 cities in Sichuan Province as the research object, based around the city level of urbanization and the intensive use of arable land for 2007-2013 years, the actual situation and the related data, through constructed the urbanization level evaluation index system and evaluation index system of cultivated land use level bukki set, we constructed the coupling coordination index system of the relationship between urbanization and cultivated land intensive use. By using the comprehensive index model, the coupling model of coordinated development degree, spatial autocorrelation analysis and grey relation analysis model and method, with the help of Excle software, ArcGIS Software, data processing software and GeoDa software DPS, the factors of 18 cities and towns 2007-2013 years in Sichuan province and the intensive land use coupling coordinated development relation and influence were analyzed. The following conclusions are summarized: (1) Sichuan province urbanization level and the cultivated land intensive use level is not high, the level of Urbanization in most areas as the middle level, the level of intensive use of cultivated land intensive low level, but the level of urbanization and cultivated land intensive use level fluctuated overall upward trend, and obvious spatial differences. (2) Sichuan province urbanization and intensive land use coordinated development situation coupled to relatively low coupling level, coordination coupling tends to optimize the development of.2007-2013 in Sichuan Province, most of the city urban development by quantity expansion, the level of urbanization and cultivated land intensive use level or both relatively poor or the gap is large, The level of development is not harmonious, but compared with 2007, the number of 18 cities in Sichuan province in 2013 is relatively low and relatively high coupling coupling stage stage area increasing, the number of low coupling stage area decreasing, coordination coupling tends to optimize the development. (3) Sichuan province urbanization and intensive land use coordination the development of regional difference. The overall features: the central area of the east-west direction than the eastern region, the Central Plains high concentrated in the vicinity of Chengdu; North and south direction basically formed in Ziyang city of Chengdu city as the axis, symmetrical distribution characteristics of North and south. On 2013, belongs to the highly coupled stage only in Chengdu City, the town and the level of intensive land use level is high, the basic form of mutual promotion and harmonious interaction between; belong to a highly coupled stage area for Panzhihua city, The urbanization and the intensive utilization of cultivated land began to belong to a benign coupling; low coupling stage area including Mianyang City, Zigong city and Ya'an City, 11 city level, the level of urbanization and intensive land use coordination; low coupling stage area including Bazhong City, Yibin city and Dazhou city in 5 cities, the level of urbanization and the level of intensive use of cultivated land were very low, both depend on the degree of weak interaction is not obvious. (4) in Sichuan province (excluding Liangshan Yi Autonomous Prefecture, Ganzi Tibetan Autonomous Prefecture, Aba Tibetan and Qiang Autonomous Prefecture and Panzhihua city) coupling coordinated development degree has obvious positive correlation characteristics of the space of urbanization and cultivated land intensive use but, the spatial agglomeration characteristics weakened, changing to random distribution. (5) in Sichuan province (excluding Liangshan Yi Autonomous Prefecture, Ganzi Tibetan Autonomous Prefecture, Aba Tibetan and Qiang Autonomous Prefecture and Panzhihua city) intensive urbanization and cultivated land The use of local spatial coupling coordinated development degree showed that the distribution of cluster and correlation, including the "high high" type and "low high" type two types. (6) Sichuan province urbanization system and intensive land use system between the strong correlation, moderate correlation. The environmental impact of urbanization level and economic level of urbanization urbanization in the system of intensive use of cultivated land, intensive land use system in cultivated land investment intensity and the influence degree of cultivated land sustainable urbanization. Finally, according to the results of this study, combined with the present situation of the Sichuan Province, coupled coordination between urbanization and cultivated land intensive the relevant suggestions are put forward from three aspects: take a new road of urbanization, improve the environment of the urbanization; increase the cultivated land investment, improve the sustainable utilization of cultivated land to realize urbanization level; And the coordinated development of intensive use of cultivated land.
