【摘要】：城镇职能与城镇功能从广义上来讲都是指在国家或区域中所起的作用,所承担的分工。城市功能是城市具备的如商贸、宜居、行政和文化功能,城市职能是对城市各种功能综合以后,由突出功能形成的一种城市性质。关于城镇职能的研究,国外开始的早,各个学科在20世纪初对城镇职能进行研究并提出了相关的分类指标和方法。国内的研究比较晚,研究新疆的就更少了。本文对新疆城镇职能进行研究,并对城镇功能进行评价,有利于明确新疆各个城镇的职能形成合理的职能分工,完善城镇职能体系,更好的建设新疆的社会主义现代化。同时,此研究有利于提升新疆整体经济发展的效率,充分地发挥城镇的扩散效应和辐射引导功能,使新疆的城镇职能更加有效,更加合理化。促进新疆经济繁荣,社会向更好的方向发展,从而给西北五省的城镇的经济、社会发展提供成功案例,带动其他城镇的发展。文章先对新疆产业结构和城镇等级规模进行分析,新疆第一二三产业的城镇数量是最少的,第三二一产业是理想的产业结构类型;通过城镇职能分类,发现城镇职能趋同性强,趋异不足,表现在往往同一产业在较多城镇或几个产业在同一城镇都被列为重点发展产业,各城镇职能专门化程度均较低,且分工不明的现象很明显。职能分工不明确,城镇职能专门化程度不均且较低,优势产业不够突出,属于强势职能的行业很少,难以发挥城镇对乡村的作用。在城市中,吐鲁番市的主导职能最多,有6个,伊宁市有5项主导职能的行业;哈密市、阿勒泰市、博乐市和喀什市没有主导职能,视为综合性城镇。县城中,具有3个及以上专门化职能的县城有13个,分别是鄯善、察布查尔锡伯自治县、伊吾、伊宁县、霍城、巩留、昭苏县、尼勒克、新源县、托克逊、和田县、特克斯、策勒;具有2个专门化职能的县城有疏附、塔什库尔干县、墨玉、于田县、乌什、洛浦、民丰县7个;吉木萨尔、木垒哈萨克自治县、和布克赛尔蒙古自治县、布尔津县、富蕴、哈巴河、阿克陶县、玛纳斯、吉木乃县、柯坪、疏勒、伽师县则有1个主导职能,其余27个县城没有主导职能。在县城中,从城市整体而言,一般职能占30%,突出职能占50%,强势职能占20%。县城来看,一般职能占22.5%,突出职能占42.5%,强势职能占35%。因此,需要进行有效的城镇职能分类,预防造成城镇间产业结构相同和资源浪费;接着运用主成分分析城镇功能并用因子分析法评价城镇功能的主要影响因子,从综合得分来看,乌鲁木齐市得分最高,其次是克拉玛依、和田、哈密、吉木萨尔、昌吉、阜康、玛纳斯、喀什和若羌县。这些地方发展相对较好,城镇某些功能较强,对周围城市有促进作用。通过对城镇职能研究发现,新疆综合性城镇较多,专门化职能城镇少于综合性城镇,有一项以上主导职能的大多是区域的主要城镇,有突出和强势职能的城镇也较少。
