我国城市群治理创新研究

【摘要】：当前,在市场因素与各类区域政策的共同作用下,我国已进入城镇化的快车道和城市群时代。随着人口从农村持续向城市群流动,我国城乡人口结构、产业结构、就业结构都在发生变化,也引发了城市规模快速扩大以及城市群内部公共资源分布不均衡所致的各类城市问题,加上我国社会管理工作相当薄弱,跨区域社会管理严重滞后等,亟待推进城市群治理。在现有体制情况下,以问题为导向,科学治理为核心,积极发展各类社会组织,推动政府与社会合作,鼓励公民、社会私营部门和非营利性组织积极参与到城市群事务中来,通过有序疏解核心大城市中心城区部分非核心城市功能、加强中心城区再开发、发展城市群经济、形成有效的跨区域治理等,以探索有中国特色的城市群治理模式。
[Abstract]:At present, under the joint action of market factors and various regional policies, China has entered the age of rapid urbanization and urban agglomeration. With the continuous movement of population from rural areas to urban agglomeration, the urban and rural population structure and industrial structure of our country, The structure of employment is changing, which leads to various urban problems caused by the rapid expansion of urban scale and the uneven distribution of public resources within the urban agglomeration. In addition, the social management of our country is very weak, and the cross-regional social management is seriously lagging behind, etc. It is urgent to promote the governance of urban agglomeration. Under the existing system, we should take the problem as the direction and scientific governance as the core, actively develop various social organizations, promote the cooperation between the government and society, and encourage citizens. The social private sector and non-profit organizations actively participate in the affairs of the urban agglomeration, through the orderly unwinding of some non-core urban functions in the central urban areas of the core big cities, strengthening the redevelopment of the central urban areas, and developing the urban agglomeration economy. Form effective cross-regional governance to explore the governance model of urban agglomeration with Chinese characteristics.
