“城中村”要改造好,也要治理好

【摘要】："城中村"社区兼具乡村社会和城市社会双重特质,作为特殊的"物质—经济—社会—文化"的空间形态,社区治理呈现高度的复杂性、敏感性和探索性。目前,对"城中村"改造中的社区治理,存在理念上认识不到位、体制上改革不彻底、机制上设计不协调的问题。"城中村"改造中的社区治理,需要进行理念再造、体制改革与机制创新,需要把握法治化、民主化与科学化三条主线。
[Abstract]:As a special "material-economic-social-social-cultural" spatial form, community governance presents a high degree of complexity, sensitivity and exploration. There are some problems in community governance in the transformation of "village in city", such as lack of understanding in concept, incomplete reform in system and uncoordinated design in mechanism. Community governance in transformation of "village in city" needs to be remade. System reform and mechanism innovation need to grasp the rule of law, democratization and scientific three main lines.
