【摘要】：城乡一体化是在我国城镇化进程完成后要达到的理想状态,经过了农业支持工业,工业反哺农业两个时期,体现了农村在城镇体系中的地位越来越受到世人重视。近年来国家及各个省市相继编制新型城镇化规划,以及国家相关政策对乡村地区规划与发展的大力支持,使广大的乡村地区被纳入区域协同发展模式中,并且对其重视程度逐步加深。十六大提出了统筹城乡发展,建设社会主义新农村的战略任务;十七大提出建立以工促农,以城带乡的长效机制,形成城乡经济社会发展一体化新格局;十八大指出,解决好农业农村农民问题是全党工作的重中之重,城乡发展一体化是解决“三农”问题的根本途径。近年来国家逐步加大对乡村地区的政策支持,新农村、美丽乡村、特色小镇、现代农业园区等政策逐步推出,乡村地区迎来了新的发展机遇。然而我国幅员辽阔,地域之间存在巨大差距,其城乡一体化发展模式也存在着不同的基础条件。河北“坝上”地区所特有的地理气候、区位、社会经济,构成了能区别于其他地区的基础条件,我国经济发达地区的城乡一体化发展模式在这个地区并不适用。探索河北“坝上”地区的城乡一体化发展模式对此地区的经济发展与城乡一体化建设有重要意义。借鉴国内外的城乡一体化发展模式与经验,结合河北“坝上”地区特有的地理、气候、区位、社会、人文、生态环境等条件,研究适合本地区的城乡一体化发展模式。研究成果可以借鉴于此地区的镇村体系规划与城乡总体规划的编制,以及地区在经济发展过程中对生态环境的保护与利用。文章第一部分为绪论部分,主要阐述了河北“坝上”地区城乡一体化发展模式研究的背景与论文的研究框架;第二部分对新型城镇化、城乡一体化理论做了详细阐述,以及对国内外城乡一体化发展模式做出了总结与分析,并在理论解读的过程中得出科学研究的启示;第三部分通过区位、生态、经济、政策等方面对河北“坝上”地区的城乡一体化发展现状做出详细阐述,并对其城乡一体化发展模式做出研究与创新;第四部分以河北省张家口市康保县为科学实践对象,用研究创新成果与现行《康保县镇村体系规划》进行对比,分析研究成果的优劣势;第五部分为整个论文的结论部分,并对论文研究成果做出了发展期望。
