永嘉县食品安全监管问题研究

【摘要】：近年来我国频发食品安全事故,人们谈"食"色变。随着我国经济的快速发展,消费者对于食品安全的要求日渐严格。要保证中国食品安全,需要强而有力的食品安全监管,尤其在基层。本文运用公共管理学相关知识,借助市场失灵和政府失灵理论、政府监管理论、利益相关者理论等相关的理论成果,基于永嘉县食品安全现状,从机构改革模式和问题角度入手,以基层监管工作人员的视角,'利用文献研究法、比较分析法和案例分析法等基本研究方法,对基层食品监管权责划分和机构设立、监管技术水平和监管能力、法律法规现实应用、食品安全社会监管等多方面进行分析,探讨分析永嘉县在组织机构、标准体系、法律法规、监管能力和监管责任等方面存在的不足和问题。在此基础上,从监管体制、食品安全体系、社会推动机制和其他食品安全制度等方面提出完善永嘉县食品安全监管的对策建议。具体包括构建合理的食品安全监管体制、健全标准体系,完善监管制度,深化食品安全社会推动机制等对策,以期永嘉县政府在食品监管改革过程中,解决存在的问题,全面提高食品安全监管水平。
[Abstract]:In recent years, there have been frequent food safety accidents in China. People talk about "food" color change. With the rapid development of our economy, consumers' requirements for food safety are becoming more and more stringent. To ensure food safety in China, strong and effective food safety supervision is required. Especially at the grass-roots level. This paper uses the relevant knowledge of public management, with the help of the theory of market failure and government failure, the theory of government supervision, the theory of stakeholders, and so on, based on the status quo of food safety in Yongjia County. From the perspective of institutional reform model and problems, and from the perspective of grass-roots supervisory staff, this paper makes use of the basic research methods, such as literature research, comparative analysis and case analysis, to divide the power and responsibility of grass-roots food supervision and set up institutions. The technical level and ability of supervision, the practical application of laws and regulations, the social supervision of food safety and so on are analyzed, and the organization, standard system, laws and regulations of Yongjia County are discussed and analyzed. On the basis of this, from the regulatory system, food safety system, The social promotion mechanism and other food safety systems are proposed to improve the food safety supervision in Yongjia County, including the construction of a reasonable food safety supervision system, the improvement of the standard system, and the improvement of the supervision system. In order to solve the existing problems and improve the level of food safety supervision in the course of food supervision reform Yongjia county government should deepen the social promotion mechanism of food safety.
