我国城市住房政策的思路转变:构建可负担住房发展框架

【摘要】：随着城镇化的深入推进,住房负担问题与市场过度资本化对我国城市住房政策提出新的挑战。文章厘定了政策核心、政策配套及政策依托的逻辑关系,基于住房供应体系、政策支撑体系及政策环境维度反思当前住房政策,剖析影响居民住房负担能力的制约因素与根本矛盾,进而提出构建我国可负担住房发展框架。在此框架下,需要完善保障性住房供应体系,夯实"住有所居"总目标的基础;健全住房保障政策体系,系统提升政策运行绩效;有序改善住房政策环境,推进城市住房可持续发展。
[Abstract]:With the further development of urbanization, the housing burden problem and over-capitalization of the market pose a new challenge to the urban housing policy in China. This paper defines the core of the policy, the logical relationship between policy supporting and policy support, and based on the housing supply system. The policy supporting system and policy environment dimension reflect on the current housing policy, analyze the restriction factors and the fundamental contradiction that affect the residents' housing affordability, and then put forward the construction of the affordable housing development framework of our country. It is necessary to perfect the supply system of affordable housing and consolidate the basis of the overall goal of "living in housing"; perfect the policy system of housing security, systematically improve the performance of policy operation; improve the housing policy environment in an orderly manner; and promote the sustainable development of urban housing.
