杭州市能源—经济关系分析与节能促进机制研究

【摘要】：在能源—经济关系理论阐述的基础上,重点分析了能源强度与能源消费弹性系数这两个指标,并结合杭州市能源消费与经济发展情况进行了具体分析;研究了杭州市节能的形势与问题;提出了"一个坚持三个转变"的观点;指出了杭州市促进节能工作要实现的四个转变;构建了"工程、管理、结构调整"三位一体的节能政策体系;进行了促进杭州市能源节约、建设低碳生态城市的制度模式设计。研究认为:必须对杭州市经济"增长"的资源路径和技术路径进行重大的调整,才能实现杭州市发展的低碳转型。
[Abstract]:On the basis of the theory of energy-economy relation, the paper analyzes the two indexes of energy intensity and energy consumption elasticity coefficient, and analyzes the energy consumption and economic development in Hangzhou. This paper studies the situation and problems of energy conservation in Hangzhou, puts forward the viewpoint of "one insists on three transformations", points out four changes to be realized in promoting energy conservation in Hangzhou, constructs "project, management," A trinity policy system for energy conservation in Hangzhou has been implemented to promote energy conservation in Hangzhou. The institutional model design of constructing low carbon ecological city. The study holds that the resource path and technology path of Hangzhou's economic "growth" must be adjusted greatly in order to realize the low-carbon transformation of Hangzhou's development.
