盘锦市农村人力资源开发问题研究

【摘要】:农村人力资源开发时有效解决农村人口压力的关键,关系到"三农"问题的解决,关系到社会经济的健康发展,同时也是中国梦、强国梦得以实现的重要支撑。盘锦市农村人力资源丰富,深藏巨大生产力潜能。如何有效开发农村人力资源,把盘锦市巨大的农村人口压力转化为人力资源优势,统筹城乡发展,是亟需解决的现实问题。本文基于盘锦市农村人力资源开发问题展开研究,全面分析盘锦市农村人力资源开发现状,分析存在的主要问题,并在汲取国内外农村人力资源开发有关经验的基础上,提出有益于盘锦市农村人力资源开发的建议与举措。研究结果表明,盘锦市农村人力资源开发成果显著,总量丰富、质量明显提高、结构趋于合理、社会保障覆盖水平提高,为该地区社会经济发展提供了支撑。盘锦市农村人力资源开发还存在一定的问题,如农村教育事业发展水平低下、农民培训体系不完善、农民社会保障成效低下以及农村劳动力流动不畅等,制约农村人力资源进一步开发。盘锦市应基于自身实际,发展农村教育事业、提高农民培训水平、健全农村社会保障机制、促进农村剩余劳动力合理流动,以更有效开发本地区农村人力资源。
[Abstract]:The key to effectively solve the rural population pressure in the development of rural human resources is related to the solution of the "three rural" problems, the healthy development of social economy, and Chinese Dream. Panjin City is rich in rural human resources and has great potential for productive forces. How to effectively develop rural human resources and transform the huge pressure of rural population into human resource advantages in Panjin City, Planning the development of urban and rural areas is a practical problem that needs to be solved. Based on the development of rural human resources in Panjin City, this paper makes a comprehensive analysis of the current situation of rural human resources development in Panjin City, and analyzes the main problems. Based on the experience of rural human resources development at home and abroad, the paper puts forward some suggestions and measures beneficial to the development of rural human resources in Panjin. The results show that the achievements of rural human resources development in Panjin are remarkable and the total amount is abundant. The quality is obviously improved, the structure tends to be reasonable, and the level of social security coverage is raised, which provides support for the social and economic development of the region. There are still some problems in the development of rural human resources in Panjin, such as the low level of development of rural education, Farmers' training system is not perfect, peasant's social security effect is low, and rural labor force flow is not smooth, which restricts the further development of rural human resources. Panjin City should develop rural education and improve the level of farmers' training based on its own reality. Improve the rural social security mechanism, promote the rational flow of rural surplus labor force, in order to develop rural human resources more effectively.
