第四次工业革命对就业的挑战与建议

【摘要】:第四次工业革命使就业和劳动形态发生重大变迁,就业岗位破旧立新,就业形态丰富多样,自由职业者、微型创业者等个体经济崛起。当前,劳动力市场日益分化,失业压力增大,职业结构变迁,就业结构性矛盾加深,传统就业管理体制短板凸显。建议制定有利于技术创新和稳定就业的产业发展战略;加大对新经济、新业态的创新支持力度和风险防控能力;完善灵活就业相关制度;建设与工业革命发展相匹配的人力资源队伍;健全就业预测和失业预警机制;实施差别化监管,推动平台的自我管理。
[Abstract]:The fourth Industrial Revolution brought about major changes in employment and labor patterns, the creation of new jobs, rich and diverse forms of employment, the rise of individual economies such as freelancers, micro-entrepreneurs, etc. At present, the labor market is increasingly divided. The unemployment pressure is increasing, the occupational structure is changing, the structural contradiction of employment is deepening, and the traditional employment management system is short board. It is suggested that we should formulate an industrial development strategy that is conducive to technological innovation and stable employment, and increase its impact on the new economy. Innovation support and risk prevention and control capability of the new industry; improvement of flexible employment-related system; construction of human resources team in line with the development of the industrial revolution; improvement of employment forecasting and unemployment early warning mechanism; implementation of differential supervision, Promote self-management of the platform.
