存量房转为保障房政策引导下的PPP模式

【摘要】：随着新型城镇化的不断推进、城市"夹心层"人口数量的急剧增加,解决好"夹心层"人口的住房问题是衡量新型城镇化进程能否取得成效的重要指标。由于一段时期的政策调控,导致城市中的大量楼盘沦为存量商品房。本文通过存量房的现状分析和保障房的资金缺口,测算两个方面,引出存量房转为保障房的两种状态下的PPP运作模式,而能否在政府资金短缺和市场管理经验不足的现状下,采用PPP模式将存量房转化为保障房,是本文研究的重点。
[Abstract]:With the continuous development of new urbanization, the population of the "sandwich layer" in the city has increased dramatically. A good solution to the housing problem of the "sandwich layer" population is an important indicator to measure the effectiveness of the new urbanization process. This paper, through the analysis of the current situation of the housing stock and the fund gap of indemnificatory apartment, calculates two aspects, leading to the operation mode of PPP under the two states of the stock house being converted into indemnificatory apartment. Under the condition of the shortage of government funds and the lack of market management experience, it is the focal point of this paper to adopt the PPP model to transform the stock housing into indemnificatory apartment.
