改进DEA模型的省际能源环境效率研究

【摘要】:第一次工业革开始到信息化时代到来的近两个多世纪以来,巨大的能源消耗所带来的温室气体排放问题日益严重,因此必须及时进行针对能源浪费、温室效应等现象的相关治理,尤其是针对温室气体的主要组成部分—二氧化碳的排放控制。同时,中国作为世界上最大的发展中国家,同样肩负着对合理减少温室气体的排放并控制温室效应的进一步加剧的责任与义务。因此我们应该选择并应用更为有效、全面的方法来优化资源利用,改善环境状态,帮助地区政府或相关机构提高能源利用效率、改善能源利用状态,及时调整能源管理政策方针,实施更为有效的节能低碳项目。本文首先根据当前能源和环境背景、在针对各个地区自身能源环境情况分析基础上,阐述了进行省际能源环境效率评价的重要性。随后阐述了论文的主要工作内容及论文研究中的重难点。然后对数据包络分析的起源、发展进行了充分的掌握,介绍了相关概念,并对国际上针对能源效率、环境效率、碳排放效率等相关评价方法进行文献综述。对能源环境效率的相关理论进行了介绍。建立了科学的能源环境效率评价指标体系。根据评价目标确立及评价方法的选择,建立起能够实现评价目标、应用评价方法的评价指标体系。引入优化模型,强调了优化模型自身特点,使得数据包络模型对能源环境效率进行分析得到了更广泛的应用。随后进入实证分析阶段,选取北京、天津、河北等涉及华北、东北、华东、华南、西南、西北七个地区的30个省、自治区、直辖市作为研究对象,获取相关数据进行收集处理后代入选定模型,进行能源环境效率计算,通过计算结果分析得出了各省市乃至各地区能源环境效率水平及自身状态的优化方向。最后得出相关的结论,中国南部(即华南地区)具有整个国家范围内最高的能源环境效率水平。华北、华东和华中地区处于相似的水平,中国东北在所有地区中能源环境效率水平最低。西北地区能源环境效率值要略高于东北地区。价格因素对于中国各个地区的能源环境效率水平的影响是显著存在的,尤其是在像河北、山西、上海等地区。同SBM模型相比,收入/成本模型下的能源环境效率值的变化率超过了整体能源环境效率值变化率的两倍。华北和东北地区应该更加努力的专注于能源环境效率的提高以及能源消耗量的减少,从能源环境效率提高源头进行具体行动,从而实现能源结构优化以及节能减排最终目的。而对于华东和华中地区来说,应在能源转化技术的改进方面投入更多的精力,实现提高自身的能源环境效率水平目标。非期望产出的减少应该则更多地依靠山西、陕西等省份,需要在减少能源的大量消耗方面采取更多措施从而提高自身能源环境效率的具体值。针对上述污染气体减排潜力突出的地区则应加强政府监管力度,进一步改善政府和经营者能源环境理念,使其认识到二氧化碳及污染气体的危害以及节能减排的重要性。
[Abstract]:The first time since the industrial revolution began to nearly two centuries of information era, the huge energy consumption caused by greenhouse gas emissions is becoming increasingly serious, and therefore must be timely for the waste of energy, greenhouse effect and other phenomena related to governance, especially the emission control of major components on greenhouse gas carbon dioxide. At the same time. China as the world's largest developing country, also has the responsibility to reduce the responsibility and obligation to further exacerbate the greenhouse gas emissions and control the greenhouse effect. So we should choose and use more effective, comprehensive approach to optimize resource utilization, improve the environment, help local government or related organizations to improve energy efficiency, to improve the energy utilization status, timely adjustment of energy management policies, the implementation of more low-carbon energy projects effectively. This paper first according to the The current energy and environmental background, in the analysis for each region based on its energy environment, expounds the importance of evaluation of provincial energy environmental efficiency. Then expounds the important points of the main work and papers in the origin of data envelopment analysis. Then, the development of fully grasp, introduces the related concepts and, the International for energy efficiency, environmental efficiency, literature review related evaluation methods of carbon emission efficiency. The theories related to energy and environmental efficiency were introduced. The establishment of a scientific environment and energy efficiency evaluation index system. According to the evaluation target establishment and evaluation methods, set up to realize the goal of evaluation, evaluation the method of the evaluation index system. Using the optimization model, the optimization model emphasizes its own characteristics, the data envelopment analysis model of energy efficiency of environment Analysis is more widely used. Then entered the stage of empirical analysis, selected Beijing, Tianjin, Hebei to North China, northeast, East China, Southern China, southwest, northwest 30 provinces, seven areas of the autonomous region, or municipality directly under the central government as the research object, to obtain relevant data were collected and processed by the selected model, energy environmental efficiency calculation, through the calculation of the optimal direction of environmental efficiency level of energy in various provinces and cities and regions and their own state. Finally, draw relevant conclusions, South China (Southern China area) within the whole country has the highest energy efficiency level of environment. The North, East and central regions at similar levels, Chinese in all regions in Northeast energy environmental efficiency lowest. Northwest energy environmental efficiency value is slightly higher than the northeast. The price factor for the energy efficiency of the water environment in various regions of the China Flat effect is significant, especially in places like Hebei, Shanxi, Shanghai and other regions. Compared with the SBM model, the overall energy efficiency more than two times the value of environmental variation cost model under the energy and environmental efficiency value rate / income. North and northeast regions should make greater efforts to focus on energy and environmental efficiency the increase and decrease of energy consumption, the energy efficiency of environmental action from the source, so as to realize the optimization of energy structure and the ultimate goal of energy saving and emission reduction. And for the eastern and central regions, more effort should be devoted to the improvement of conversion technology in energy, improve the energy efficiency level of the target environment itself.
