人口老龄化背景下北京市低龄老年人力资源开发研究

【摘要】:北京市已于2000年进入人口老龄化城市,人口老龄化问题是摆在社会和政府面前的一项重大挑战。人口老龄化问题能否得到有效缓解及解决,将在很大程度上影响着经济的可持续发展,影响社会的现代化进程。与我国大部分城市相比,北京市的人口老龄化具有发展速度快、低龄老年人比重大、老年整体受教育程度较高的特点。在此背景之下,本文从一个积极的视角出发,把低龄老年人视为宝贵的人力资源而非负担,试图通过开发低龄老年人力资源来有效应对人口老龄化问题,以减轻人口老龄化给社会经济发展带来的压力,同时促进积极老龄化的顺利实现。本文以人口老龄化为背景,以北京市低龄老年人力资源开发为研究对象,通过查阅大量人口老龄化和老年人力资源开发相关文献,搜集人口普查和北京市统计年鉴等相关统计数据,对北京市的低龄老年人进行问卷调查、采访等方式,对北京市人口老龄化现状,北京市低龄老年人力资源开发的必要性、现状及潜力进行定性分析、对北京市低龄老年人再就业意愿的影响因素运用Logistic回归模型进行定量分析,最终在这些研究的基础之上,结合国外在老年人力资源开发方面的经验,提出对北京市低龄老年人力资源开发的对策建议。本文的特点在于:1、运用积极的视角看待北京市的人口老龄化问题,把低龄老年人视为宝贵的人力资源而非负担,把人口老龄化的压力转化为动力,通过开发低龄老年人人力资源,促进北京市的经济持续稳健发展,同时也推动积极老龄化目标的早日实现。2、提出的对策建议,不仅与文章前半部分的研究结果紧密相连,而且结合当下"互联网+""大众创业、万众创新"的积极理念,紧跟社会发展趋势,提出符合当下社会实际情况的具体可行的对策。
[Abstract]:Beijing has entered the city of aging population in 2000. The problem of population aging is a major challenge facing the society and the government. Can the problem of population aging be effectively alleviated and solved? It will greatly affect the sustainable development of the economy and the modernization process of the society. Compared with most cities in China, the aging population in Beijing has a rapid development rate and a large proportion of the younger elderly. Under this background, this paper regards the younger age as a valuable human resource rather than a burden from a positive perspective. This paper attempts to effectively deal with the problem of population aging by developing the human resources of young aged people, so as to reduce the pressure brought by population aging to social and economic development and to promote the smooth realization of active aging. This paper takes the aging of population as the background. Taking the development of human resources for the young aged in Beijing as the research object, through consulting a large number of literature on the aging of the population and the development of human resources for the elderly, we collect the relevant statistical data such as the population census and the statistical yearbook of Beijing. This paper makes a qualitative analysis of the present situation of the aging population in Beijing, the necessity, the present situation and the potential of the development of the human resources of the young aged in Beijing by means of questionnaire, interview and so on. Based on the quantitative analysis of the influencing factors of the young aged people's reemployment willingness in Beijing, the Logistic regression model is used. Finally, based on these studies, combined with the experience of foreign countries in the development of human resources for the elderly, This paper puts forward some countermeasures and suggestions for the development of human resources for the young aged in Beijing. The characteristics of this paper are: 1, using a positive perspective to look at the problem of the aging population in Beijing, and treating the young elderly as a valuable human resource rather than a burden. Turning the pressure of population aging into a motive force, promoting the sustained and steady development of Beijing's economy through the development of human resources for the young elderly, and also promoting the early realization of the goal of active aging. It is not only closely linked with the research results in the first half of the article, but also in conjunction with the positive concept of "the Internet", "Mass entrepreneurship and mass innovation", closely following the trend of social development, and putting forward concrete and feasible countermeasures in line with the actual situation of the present society.
