产城融合视角下的石湾镇空间布局研究

【摘要】：石湾镇作为全国重点镇,其产业的综合布局及各类产业的协调发展对于加快城镇化进程和带动周围农村地区发展有着至关重要的示范作用,石湾镇厚实的产业积淀创造了良好的产业研究基础,而优越的区位条件更是带来较高的产业可选择度。石湾镇现状呈现出城乡边界模糊,镇村发展一体化的态势。但以往的石湾镇规划研究对象是主要是镇区建设规划,工作的重点是镇区建设,对镇域的产业发展规划不做深入研究,因此石湾镇产、城建设均面临严峻的考验。本文以石湾镇现状三次产业发展与小城镇建设存在的空间矛盾为切入点,运用统筹的整体思维方式对镇域内三次产业发展现状问题、所造成的空间矛盾及其内在原因进行探讨。首先,针对石湾镇第一产业在城镇化进程中农业用地面积不断减少,农业生态功能与城镇生态建设脱节等现状问题进行剖析。针对其空间矛盾提出了耕地保护与城镇建设相协调,生态农业与生态石湾一体化建设等策略。其次,针对石湾镇第二产业发展现状特征进行总结,石湾镇第二产业布局分为集聚与分散两类。集聚于产业园区内的工业存在着准入门槛低、产业关联度低等问题。分散于镇域中的工业用地存在着高重复率、高污染率、小规模化分散式的特征。针对其空间矛盾主要通过引导园外分散式布局的乡镇工业集中发展来缓解分散布局带来的生态污染、土地资源浪费等问题。园内产业主要进行生产组织模式与空间模式挂钩的方式进行园区规划,同时考虑“一镇多园”建设中小城镇生产片区生活配套设施的建设问题。再次,对石湾镇第三产业布局现状进行总结,主要针对房地产业及商业服务业现状问题进行研究,并对应采取一系列空间布局措施。最后,将三次产业空间发展策略进行叠加,通过石湾空间结构及建设用地的整合,希望对石湾镇的三次产业联动发展、城镇建设等方面的完善起到一定借鉴作用。
[Abstract]:As a key town in China, Shiwan Town plays an important role in demonstrating the comprehensive layout of its industries and the coordinated development of all kinds of industries in order to speed up the process of urbanization and promote the development of the surrounding rural areas. The thick industrial accumulation of Shiwan Town has created a good foundation for industrial research, and the superior location conditions have brought about a higher degree of industry choice. The present situation of Shiwan Town presents a vague urban-rural boundary. The trend of integration of town and village development. But in the past, the research object of Shiwan town planning was mainly the town district construction planning, the focus of work was the town district construction, and no in-depth study was made on the town area industrial development plan, so Shiwan Town was produced. Based on the space contradiction between the three industrial development of Shiwan Town and the construction of small towns, this paper uses the overall thinking mode to solve the problem of the present situation of the three industries in the town area. First of all, in view of the decrease of agricultural land area in the process of urbanization in Shiwan Town, Based on the analysis of the current problems such as the disconnection between agricultural ecological function and urban ecological construction, this paper puts forward some strategies such as the coordination of cultivated land protection and urban construction, the integration of ecological agriculture and ecological construction of Shiwan, etc. Secondly, According to the characteristics of the development of secondary industry in Shiwan Town, the distribution of secondary industry in Shiwan Town can be divided into two categories: agglomeration and dispersion. The industrial land scattered in the town domain has high repetition rate and high pollution rate. In view of its spatial contradictions, it mainly alleviates the ecological pollution brought by the decentralized layout by guiding the centralized development of the township industry outside the garden. Waste of land resources and so on. The industry in the garden mainly carries out the planning of the park by linking the production organization mode with the spatial mode, and at the same time considering the construction of "one town and more gardens" to construct the supporting facilities for life in the production areas of small and medium-sized towns. Again, This paper summarizes the present situation of tertiary industry distribution in Shiwan Town, mainly studies the current situation of real estate industry and commercial service industry, and adopts a series of spatial layout measures. Finally, the three industrial spatial development strategies are superimposed. Through the integration of the spatial structure of Shiwan and the land for construction, it is hoped that it can be used for reference in the development of three industries and the improvement of urban construction in Shiwan Town.
