云南省农产品加工业效率研究

【摘要】:大力促进农产品加工业发展是农业供给侧结构性改革的重要内容和推动农村一二三产业融合发展的重要途径。云南省是我国传统的高原农业省份,因其气候优势独特、生物资源丰富,素有“植物王国”、“动物王国”等美誉。2011年以来,云南省结合得天独厚的气候优势和水资源土地资源物种资源优势致力发展高原特色农业,特色经济作物、山地牧业、淡水渔业、花卉产业等得到显著提升。云南省得天独厚的资源优势加之政府的政策支持极大地促进了云南省农产品加工业的发展。农产品加工业效率是衡量农产品加工业发展的重要指标。研究云南省农产品加工业的效率不仅能反映云南省农产品加工业发展状况、预测云南省农产品加工业效率的发展趋势,还为云南省相关部门制定提高农产品加工业效率的政策提供实证依据和参考建议。本文以云南省农产品加工业整体和云南省农产品加工业各子行业为样本,选取2005—2015年云南省农产品加工业的相关数据,运用数据包络分析法(DEA)和Malmquist指数法从静态和动态两方面分析云南省农产品加工业的效率,结合Tobit回归模型分析云南省农产品加工业效率的影响因素,最后提出相关的对策建议。效率分析主要着眼于纯技术效率、规模效率、综合效率三方面对云南省农产品加工业效率进行评价,并进一步对比分析2005—2009年和2010—2015年云南省农产品加工业全要素生产率指数、技术进步指数、技术效率指数、纯技术效率指数和规模效率指数。研究发现:2005—2015年云南省农产品加工业纯技术效率和规模效率平均值均为0.98,综合效率平均值为0.95,云南省农产品加工业在当前技术水平上投入资源的使用是无效率的,在当前制度和管理水平前提下的规模与最优规模之间有一定的差距,云南省农产品加工业在资源配置不合理、资源使用效率无效,未达到有效的投入产出。2005—2015年间技术进步指数曲线在全要素生产率指数曲线之上,技术效率指数曲线在全要素生产率指数曲线之下,并且2010—2015年较2005—2009年全要素指数、技术进步指数、技术效率指数和纯技术效率指数均在增加,规模效率指数未增加反而减少,表明技术进步是影响全要素生产率增长的主要源泉,由于资金、人才和管理水平低下,云南省农产品加工业整体要素利用效率还不高。在此基础上,论文根据云南省农产品加工业的效率值分析出影响云南省农产品加工业效率的因素及影响方向和影响程度,提出扩大产业规模、加大农业科研投入、提升产品竞争力、重视高科技人才培养、控制物质资本投资等对策建议。
[Abstract]:Vigorously promoting the development of agricultural products processing industry is an important content of the structural reform on the supply side of agriculture and an important way to promote the integration of rural primary, secondary and tertiary industries.Yunnan Province is a traditional plateau agricultural province in China. Because of its unique climate advantage and rich biological resources, Yunnan Province is known as "plant kingdom", "animal kingdom" and so on.Combined with the unique climatic advantages and the advantages of water resources, land resources, species and resources, Yunnan Province has made great efforts to develop plateau characteristic agriculture, special cash crops, mountain animal husbandry, freshwater fishery, flower industry and so on.The unique resource advantage of Yunnan Province and the policy support of the government have greatly promoted the development of agricultural products processing industry in Yunnan Province.The efficiency of agricultural product processing industry is an important index to measure the development of agricultural product processing industry.The study on the efficiency of agricultural product processing industry in Yunnan Province can not only reflect the development of agricultural product processing industry in Yunnan Province, but also predict the development trend of agricultural product processing industry efficiency in Yunnan Province.It also provides evidence basis and reference suggestions for the relevant departments of Yunnan province to formulate policies to improve the efficiency of agricultural products processing industry.Based on the samples of the agricultural product processing industry of Yunnan Province and the sub-industries of the agricultural product processing industry of Yunnan Province, this paper selects the relevant data of the agricultural product processing industry of Yunnan Province from 2005 to 2015.Using data Envelopment Analysis (DEA) and Malmquist Index method, this paper analyzes the efficiency of agricultural product processing industry in Yunnan Province from static and dynamic aspects, analyzes the influencing factors of agricultural product processing industry efficiency in Yunnan Province by combining with Tobit regression model, and finally puts forward relevant countermeasures and suggestions.Efficiency analysis mainly focuses on pure technical efficiency, scale efficiency and comprehensive efficiency to evaluate the efficiency of agricultural products processing industry in Yunnan Province.The total factor productivity index, technological progress index, technological efficiency index, pure technical efficiency index and scale efficiency index of agricultural products processing industry in Yunnan Province from 2005 to 2009 and 2010 to 2015 are further compared and analyzed.It is found that the average value of pure technical efficiency and scale efficiency of agricultural product processing industry in Yunnan Province from 2005 to 2015 is 0.98, and the average comprehensive efficiency is 0.95.The utilization of resources invested in agricultural product processing industry in Yunnan Province is inefficient at the present technological level.There is a certain gap between the scale and the optimal scale under the premise of current system and management level. The processing industry of agricultural products in Yunnan Province is unreasonable in the allocation of resources and ineffective in the use of resources.The technological progress index curve for the period 2005-2015 is above the total factor productivity index curve, the technology efficiency index curve is below the total factor productivity index curve, and the total factor index curve for 2010-2015 is higher than the total factor index for 2005-2009.The technological progress index, the technological efficiency index and the pure technological efficiency index are all increasing, while the scale efficiency index is decreasing rather than increasing, indicating that technological progress is the main source of influence on total factor productivity growth, as a result of financial resources,The talent and management level is low, Yunnan province agricultural product processing industry overall essential factor utilization efficiency is not high.On this basis, according to the efficiency value of agricultural products processing industry in Yunnan Province, the paper analyzes the factors that affect the efficiency of agricultural product processing industry in Yunnan Province, and proposes to expand the industrial scale and increase the investment in agricultural scientific research.Improve the competitiveness of products, attach importance to the cultivation of high-tech personnel, control the material capital investment and other countermeasures.
