基于VFM理论公共租赁房PPP模式可行性研究

【摘要】:近年来,随着我国人口的快速增长,居民的住房需求也日益增加。社会主义经济高速发展,使得城镇居民收入差距不断扩大,房地产市场调节失灵导致房价高涨,大部分中低收入家庭面临“住无所居”的困境。在“十二五”期间,国家大规模推进以公租房为代表的保障性安居工程建设,相信通过完善住房保障和供应体系,更多低收入和中等偏下收入群体、新就业职工、外来务工人员住房困难问题将得到有效解决。当前我国保障性住房制度发展过程中最大的阻碍是相对单一的融资模式和不稳定的融资渠道,因此,要想在保障房制度方面取得创新性的变革,必须从融资方式入手。本文拟从公共租赁住房这一保障房主流供应类型的PPP模式的运行机制和主要评估方法的理论体系建设等方面进行研究,提高公共产品以及服务的建设效率。运用PPP模式建设公共租赁房,首要解决的问题是公租房投资计划是否适用该模式,以及不同个体的公租房项目是否适用PPP模式,在此采用三阶段的VFM评价方法进行评价,分别从公租房投资计划阶段、项目实施阶段和最终采购模式阶段三个阶段对公租房PPP模式的可行性进行评估,每个阶段都要从定性和定量两方面出发,定性方面主要是对各阶段的可行性、收益性和可完成性评价,定量主要是对各阶段影响因素以及个体项目的PSC与LCC值的比较。公租房项目是否适用PPP模式判定的关键性依据是VFM(VFM=PSC—LCC)的值,其中PSC的计算应在公租房PPP模式运行机制制定好的基础上,从公租房BOT模式的基本运行机制、社会资本合作伙伴的准入机制、风险管理机制和绩效管理机制分析PPP系列中BOT模式建设公租房,由此计算出的PSC值较为准确。以广西桂林市公租房项目为例,依照文中构建的BOT运行机制和VFM评价体系,认为该公租房项目能够运用PPP模式,相较于传统的采购模式,政府和私营企业双方获益,并且承租家庭能够享受较低的租金以及高效率的服务品质。由此及彼,不一定所有的公租房项目适用PPP模式,寻求的是一种公租房建设的最优模式,产生的社会效益及经济效益最大化。研究公租房PPP模式可行性判断有利于减轻公租房资金投入压力,优化保障性住房领域资金配置结构,使个体家庭和整个社会利益达到均衡点。
[Abstract]:In recent years, with the rapid growth of population in China, the housing demand of residents is also increasing day by day.With the rapid development of socialist economy, the income gap of urban residents is widening, and the adjustment failure of the real estate market leads to the rise of house prices. Most middle and low income families are faced with the dilemma of "living without a place to live".During the 12th Five-Year Plan period, the state promoted the construction of a public rental housing project represented by public rental housing on a large scale. It is believed that through the improvement of the housing security and supply system, more low-income and lower-middle income groups and new employees will be employed.The housing difficulties of migrant workers will be effectively solved.At present, the biggest obstacle in the development of the indemnificatory housing system in our country is the relatively single financing mode and unstable financing channel. Therefore, if we want to obtain the innovative change in indemnificatory apartment's system, we must start with the financing method.In order to improve the construction efficiency of public goods and services, this paper intends to study the operating mechanism and the theoretical system construction of the main evaluation methods of PPP mode of public rental housing, which is indemnificatory apartment's main supply type.Using PPP model to build public rental housing, the most important problem is whether the public rental housing investment plan is applicable to this model, and whether different individual public rental housing projects are suitable for PPP mode. Here, the three-stage VFM evaluation method is used to evaluate the model.The feasibility of the PPP model of public rental housing is evaluated from the three stages of public rental housing investment planning stage, project implementation stage and final procurement mode stage, and each stage should start from both qualitative and quantitative aspects.The qualitative aspect is mainly the feasibility of each stage, the profitability and the realizability evaluation, and the quantitative analysis is the comparison of the influencing factors of each stage and the PSC and LCC value of the individual project.The key to judge whether the PPP model is applicable to the public rental housing project is the value of VFMVFMVFMPSC-LCC. among them, the calculation of PSC should be based on the establishment of the running mechanism of the PPP mode of public rental housing and the basic operating mechanism of the BOT model of public rental housing.Analysis of the admission Mechanism, risk Management Mechanism and performance Management Mechanism of Social Capital Partners the BOT model in PPP series is used to build public rental housing, and the calculated PSC value is more accurate.Taking the public rental housing project in Guilin, Guangxi as an example, according to the operating mechanism of BOT and the evaluation system of VFM, the author thinks that the public rental housing project can use the PPP model, which can benefit both the government and the private enterprise compared with the traditional procurement mode.And tenants can enjoy lower rents and efficient service quality.From this to the other, not all the public rental housing projects are suitable for PPP mode, what is seeking is an optimal model of public rental housing construction, resulting in the maximization of social and economic benefits.To study the feasibility of public housing PPP model is helpful to reduce the pressure of public housing investment, optimize the allocation structure of public housing funds, and balance the interests of individual families and the whole society.
