我国保障性住房土地供应状况及影响因素研究

【摘要】:随着房价的上涨,越来越多的家庭难以通过市场解决其住房问题,需要依赖保障性住房。经过多年的发展,我国保障性住房建设已经进入较为稳定的阶段,保障性住房建设受制于资金和土地的限制,尤其是土地已成为制约保障性住房建设的关键因素,因此研究保障性住房土地供应及其影响因素对于完善保障性住房土地供应制度,增加保障性住房土地供给的合理性具有重要意义。文章通过对土地供应制度及构成体系分析得出保障性住房土地供应分析的基本内容,即从总量、结构、计划、空间分布四方面进行分析。本文采用面板数据分析法对我国保障性住房土地供应的总量、结构、计划完成情况进行分析,使用比较分析法对给我国不同省市之间保障性住房土地供应情况及其影响因素进行分析,使用空间模型分析法对我国保障性住房土地供给的区位状况进行分析,以全面了解我国保障性住房土地供应的情况及影响因素。本文通过分析我国保障性住房土地供应状况,从数量、结构、计划及其完成情况、空间布局等方面对我国保障性住房土地供应进行详细的分析,发现我国保障性住房土地供应量具有较为明显的阶段性、经济适用住房土地供应量占比较高但整体结构随政策的变化而变化、土地供应计划性不强且计划完成情况不够乐观、空间布局方面以城市边缘为主。从全国的整体情况来看,保障性住房土地供应中的影响因素有土地制度、财税制度、住房制度、经济因素、城镇化和人口因素等;但对于各省市而言,GDP的影响方向与理论不一致,其主要影响因素是激励性政策、土地价格、住房价格等。因此,为了使得保障性住房土地供应更加合理,应当改革财税和土地制度,降低地方政府对土地财政的依赖,促进集体土地上市流转,使地方政府具有保障性住房土地供应的积极性。此外在保障性住房土地供应过程中应当制定科学合理的计划。
[Abstract]:With the rise of house prices, more and more families are unable to solve their housing problems through the market and rely on affordable housing.After years of development, the construction of affordable housing in China has entered a relatively stable stage, and the construction of affordable housing is restricted by funds and land, especially land has become a key factor restricting the construction of affordable housing.Therefore, it is of great significance to study the supply of affordable housing land and its influencing factors in order to improve the supply system of affordable housing land and increase the rationality of the supply of affordable housing land.Based on the analysis of land supply system and composition system, the basic content of land supply analysis of indemnificatory housing is obtained in this paper, that is, from four aspects: total amount, structure, plan and spatial distribution.In this paper, panel data analysis is used to analyze the total amount, structure and completion of the supply of affordable housing land in China.This paper uses comparative analysis method to analyze the land supply of affordable housing and its influencing factors between different provinces and cities in China, and uses spatial model analysis method to analyze the location of the land supply of supportable housing in China.In order to fully understand the supply of affordable housing land in China and the impact factors.This paper analyzes the supply of affordable housing land in China from the aspects of quantity, structure, plan and completion, spatial layout and so on, and makes a detailed analysis of the supply of affordable housing land in China.It is found that the supply of affordable housing land in our country has obvious stages, the supply of affordable housing land is relatively high, but the overall structure changes with the change of policy, the planning of land supply is not strong and the situation of plan completion is not optimistic.Spatial layout to the urban edge of the main.From the overall situation of the whole country, the influencing factors in the supply of affordable housing land are land system, finance and tax system, housing system, economic factor, urbanization and population factor.But for the provinces and cities, the influence direction of GDP is not consistent with the theory, the main influencing factors are incentive policy, land price, housing price and so on.Therefore, in order to make the supply of affordable housing land more reasonable, we should reform the fiscal and tax system, reduce the dependence of local governments on land finance, and promote the circulation of collective land.Make local government have the enthusiasm of housing land supply.In addition, in the process of providing affordable housing land, scientific and reasonable plans should be made.
