后凯恩斯主义“最后雇主”计划就业理论研究

【摘要】:就业理论和就业政策是西方经济学家长期探讨和争论的主题。西方就业理论一直沿着市场自我出清与政府干预二者之间的论战、融合和抗衡这条主线不断演进。该理论的研究不仅对宏观就业政策的选择具有非常重要的意义,而且对宏观经济政策的就业效果也具有非常重要的意义。目前我国就业形势十分严峻,增加就业成为我国宏观经济政策所要实现的首要目标,那么探索适合我国国情的就业理论和政策就成为重中之重。在需求管理政策中,增加总需求在短期内有利于经济增长和扩大就业,但长期却不可持续。鉴于此,以明斯基为代表的后凯恩斯经济学家提出了独特的“最后雇主”(the Employer of Last Resort,ELR)计划就业理论。该理论以主权货币学说为基础,主权政府在最低工资水平上为那些在私人部门无法找到工作但准备好、有意愿并且能够工作的人提供就业岗位,从而创造一个在最低工资水平上无限弹性的劳动力需求。本文深入研究了“最后雇主”计划就业理论的理论渊源、“最后雇主”计划就业理论及其争论,“最后雇主”计划就业理论的实践及对我国的借鉴意义。全文结构如下:第1章:绪论。主要介绍了本文的研究背景和意义,研究思路、方法、结构安排及创新点等。第2章:“最后雇主”计划就业理论。主要考察了“最后雇主”计划就业理论的理论渊源,“最后雇主”计划就业理论及其运行机制,从而为下文奠定基础。第3章:“最后雇主”计划就业理论的争论。通过深入剖析主要经济学家关于“最后雇主”计划就业理论的诸多争论,从中进一步廓清“最后雇主”计划就业理论的脉络,从而为我国就业问题的解决提供可行的理论指导和路径选择。第4章:“最后雇主”计划的实践及其对我国的借鉴意义。以美国新政和阿根廷Jefes计划为典型案例,总结“最后雇主”(ELR)计划实践经验,为我国解决就业问题提供可借鉴之处。第5章:本文结论及展望。全文在研究“最后雇主”计划就业理论的基础上,深入探讨了解决我国就业问题的新思路,为开放经济条件下我国就业政策调整和劳动力市场完善提供理论依据,为我国就业问题的解决提供可行性的对策:即在“大政府”的框架下,政府充当“最后雇主”可以与“大市场”形成互动、互补的就业机制。
[Abstract]:The theory of employment and the employment policy are the subject of the western economists' long-term discussion and debate. The western employment theory has always followed the debate between the market self clearing and the government intervention between the two parties, and the main thread of the integration and counterbalance is evolving. The study of this theory is not only very important to the choice of macro employment policy, but also to the macro. The employment effect of the economic policy is also very important. At present, the employment situation in China is very severe, and the increase of employment has become the first goal to be achieved in the macro economic policy of China. Then it is the most important to explore the employment theory and policy which is suitable for the national conditions of our country. In the need for management policy, the increase of the total demand is in the short term. For the benefit of economic growth and employment, but for a long time it is not sustainable. In view of this, the post Keynes economists, represented by Minsky, put forward a unique "the Employer of Last Resort (ELR)" theory of employment. The theory is based on the sovereign money theory and the sovereign government is at the minimum wage level for those in the private sector. The Department is unable to find jobs but is ready, willing and able to provide jobs to create a labor demand at the minimum wage. This paper studies the theoretical origin of the "last employer" plan employment theory, the "last employer" plan employment theory and its argument, "the last employer." "The practice of the theory of planned employment and the reference significance to our country. The full text structure is as follows: the first chapter: introduction. It mainly introduces the background and significance of this study, research ideas, methods, structural arrangements and innovation points. The second chapter:" the last employer "plan employment theory. It mainly investigates the theoretical origin of the theory of the" last employer "plan employment. The "last employer" plan employment theory and its operating mechanism, thus laying the foundation for the following. Third chapter: the argument of the "last employer" plan employment theory. Through the in-depth analysis of the debate on the "last employer" plan employment theory by the main economists, we further outline the context of the "last employer" theory of employment. The fourth chapter: the fourth chapter: the practice of the "last employer" plan and its reference to our country. Taking the new deal of the United States and the Jefes plan of the Argentina as a typical case, we summarize the practical experience of the "last employer" (ELR) plan to provide reference for our country to solve the problem of employment. The fifth chapter: the conclusion and the prospect of this article. On the basis of the study of the "last employer" plan employment theory, this paper probes into the new ideas of solving the problem of employment in our country, and provides a theoretical basis for the adjustment of employment policy and the perfection of the labor market under the open economic conditions, and provides a feasible countermeasure for solving the problem of employment in our country. Under the framework of "big government", the government acts as "last employer" to form an interactive and complementary employment mechanism with the "big market".
