准格尔旗新型城镇化进程中的问题及对策研究

【摘要】：城镇化问题是当代中国社会经济发展的综合性课题,涉及到我国政治、经济、社会生活、人民生活水平各个方面,将成为下一步我国经济增长、结构转型和社会发展的重要战略选择。城镇化问题关系到国民经济各部门能否协调发展,现代化和谐社会能否实现。在当前的新形势下,探索中国新型城镇化理论与实践问题,具有重要的学术价值与实践意义。准格尔旗被列入国家新型城镇化综合试点,解决准格尔旗城镇化发展中遇到的问题对于推进城镇绿色智能发展、产城融合的发展、促进经济转型、提高城镇土地利用率、城乡协同发展、推进现代农业发展,具有重大的现实意义。本论文立足于新型城镇化的理论基础,以探索准格尔旗新型城镇化发展道路为主要目的,通过研究新型城镇化基本内涵、特点以及意义,并以此作为研究的起点,实地调研、深入分析准格尔旗城镇化进程、现状,探寻准格尔旗新型城镇化推进面临的问题,结合国内外经验,提出了进一步推进准格尔旗城镇化建设的措施。通过比较分析,发现准格尔旗城镇化假设进程中存在城乡发展不均衡、农村劳动力素质偏低、产业集群化发展滞后、农业现代化发展滞后、环境保护不力、城市功能不足等问题,并针对问题提出城乡统筹发展、大力发展教育、因地制宜,产业城市融合、加大环境治理力度、建设生态文明城市、合理规划增强城市功能等对策建议。通过本论文的研究,希望能够将新型城镇化理论应用于准格尔旗城镇化建设这一具体实践中去,为内蒙古自治区新型城镇化建设道路的探索提供参考。
[Abstract]:Urbanization is a comprehensive subject for the social and economic development of contemporary China. It involves all aspects of our country's politics, economy, social life and people's living standard, and will become the next step of our country's economic growth. An important strategic choice for structural transformation and social development. Urbanization is related to the coordinated development of all sectors of the national economy and the realization of a harmonious modern society. Under the new situation, it is of great academic value and practical significance to explore the theory and practice of new urbanization in China. Zhungeer Banner is listed as the national new comprehensive pilot of urbanization. Solving the problems encountered in the urbanization of Zhungeer Banner will promote the development of urban green intelligence, the integration of production and city, promote economic transformation, and improve the utilization rate of urban land. It is of great practical significance to coordinate the development of urban and rural areas and promote the development of modern agriculture. This paper is based on the theoretical basis of new urbanization, to explore the development of new urbanization in Zhungeer Banner as the main purpose, through the study of the basic connotation, characteristics and significance of new urbanization, and as the starting point of the study, field investigation. This paper deeply analyzes the urbanization process and current situation of Zhungeer Banner, probes into the problems faced by the new urbanization in Zhungeer Banner, and puts forward some measures to further promote the urbanization construction of Zhungeer Banner combined with the experience at home and abroad. Through comparative analysis, it is found that in the process of urbanization assumption of Zhungeer Banner, the development of urban and rural areas is not balanced, the quality of rural labor is low, the development of industrial cluster is lagging, the development of agricultural modernization is lagging, and the environmental protection is weak. The paper also puts forward some countermeasures and suggestions for urban and rural development, such as the overall development of urban and rural areas, the development of education in accordance with local conditions, the integration of industrial cities, the strengthening of environmental management, the construction of ecological civilized cities, and the rational planning and strengthening of urban functions. Through the research of this paper, it is hoped that the new urbanization theory can be applied to the concrete practice of urbanization construction in Zhungeer Banner, and provide a reference for the exploration of the new urbanization construction road in Inner Mongolia Autonomous region.
