中国省域工业生态效率及影响因素的空间计量分析

【摘要】:本文采用VRS_DEA模型测算了2005-2014年间中国30个省域的工业生态效率,并在此基础上采用空间计量模型检验其影响因素。测算结果表明:研究期间,中国大部分省域的工业生态效率呈现波动上升的趋势,省际差异明显,呈现出自西向东逐渐增强的空间发展格局。实证检验发现:工业发展和科技创新对工业生态效率具有正向促进作用;而环境规制、对外开放与财政分权的影响显著为负;产业集聚与工业生态效率呈现"倒U"型关系;由于高污染行业所带来的污染排放与经济效益并存,导致工业结构对工业生态效率的影响不显著,但并不能由此忽略工业结构变化带来的环境污染问题。此外,在空间交互作用方面,工业生态效率的空间滞后项系数显著为正,表明地方政府可能在环境治理方面具有互相借鉴与模仿的行为;工业发展水平的二次项具有正向的空间溢出效应;财政分权与工业结构的空间溢出效应显著为负;产业集聚的空间滞后项与工业生态效率呈现"正U"型关系,因此对相邻地区工业生态效率的影响呈现先抑制后提升的关系。
[Abstract]:In this paper, the industrial ecological efficiency of 30 provinces in China from 2005 to 2014 was measured by using VRS_DEA model, and on this basis, spatial econometric model was used to test the influencing factors. The results show that the industrial ecological efficiency of most provinces in China has a trend of fluctuation and rising during the period of study. The difference between provinces is obvious and the spatial development pattern is gradually enhanced from west to east. The empirical results show that industrial development and scientific and technological innovation have a positive effect on industrial ecological efficiency, while environmental regulation, opening to the outside world and fiscal decentralization have negative effects, industrial agglomeration and industrial ecological efficiency have a "inverted U" type relationship. Due to the coexistence of pollution emissions and economic benefits brought by high-pollution industries, the impact of industrial structure on industrial ecological efficiency is not significant, but the environmental pollution caused by industrial structure changes can not be ignored. In addition, in the aspect of spatial interaction, the coefficient of spatial lag term of industrial ecological efficiency is significantly positive, which indicates that local government may have the behavior of mutual reference and imitation in environmental governance. The quadratic term of industrial development level has the positive spatial spillover effect, the fiscal decentralization and the spatial spillover effect of industrial structure are significantly negative, the spatial lag term of industrial agglomeration has a "positive U" type relationship with industrial ecological efficiency. Therefore, the influence on the industrial ecological efficiency of adjacent regions is restrained first and then promoted.
