新常态下滨州市财政支持新型城镇化建设创新研究

【摘要】：城镇化是社会发展的必然产物,也是衡量一个国家现代化水平的重要标志。当前,我国的城镇化建设正处于高速发展阶段,但与前几年相比增速明显放缓,城镇化建设中各种矛盾和问题也逐渐出现。在经济新常态下,新型城镇化建设已经逐渐成为社会的关注焦点,但是如何走适合当地情况的新型城镇化道路,仍然没有定论,急需进行理论和实践研究。本文正是基于此背景和目的,从财政支持城镇化建设入手,对滨州市城镇化建设进行研究。全文分为五个部分。第一部分主要介绍研究的背景、意义,总结国内外关于城镇化建设以及财政支持城镇化建设的现状,给出研究的内容与方法。第二部分主要介绍了城镇化、新型城镇化、新常态背景的概念与必要性,给出了城镇化建设的相关理论,分析了新型城镇化建设的必要性,总结了财政支持城镇建设的作用机理。第三部分对英国、德国、日本三个发达国家财政支持城镇化建设的实践进行分析总结,给出财政支持城镇建设的主要方式。第四部分主要对滨州市城镇化建设的现状进行分析,归纳总结财政支持对城镇建设基本情况,并分析财政支持下滨州城镇化建设中存在的不足之处。第五部分针对滨州城镇化建设中财政支出的不足,认为应该从扩宽财政融资渠道,调整财政的支出结构,深层次改革税收体制入手,增强滨州市财政支持对城镇化建设的作用,提升滨州市城镇化建设的质量。
[Abstract]:Urbanization is the inevitable outcome of social development and an important symbol to measure the modernization level of a country. At present, the urbanization construction of our country is in the high speed development stage, but compared with the previous few years, the growth rate obviously slows down, the various contradictions and problems in the urbanization construction also appear gradually. Under the new normal state of economy, the construction of new urbanization has gradually become the focus of attention of the society, but how to take the new urbanization road suitable for local conditions is still uncertain, and it is urgent to carry out theoretical and practical research. Based on this background and purpose, this paper studies the urbanization construction of Binzhou from the financial support of urbanization construction. The full text is divided into five parts. The first part mainly introduces the background and significance of the research, summarizes the current situation of urbanization construction at home and abroad as well as the financial support for urbanization construction, and gives the contents and methods of the research. The second part mainly introduces the concept and necessity of urbanization, new normal background, gives the related theories of urbanization construction, and analyzes the necessity of new urbanization construction. The mechanism of financial support for urban construction is summarized. The third part analyzes and summarizes the practice of financial support for urbanization construction in three developed countries, England, Germany and Japan, and gives the main ways of financial support for the construction of cities and towns. The fourth part mainly analyzes the present situation of Binzhou's urbanization construction, sums up the basic situation of the financial support to the urban construction, and analyzes the deficiency of Binzhou's urbanization construction under the financial support. The fifth part aims at the deficiency of financial expenditure in Binzhou's urbanization construction, thinks that we should widen the financial financing channels, adjust the expenditure structure of the finance, reform the tax system deeply, and strengthen the function of Binzhou's financial support to the urbanization construction. Improve the quality of Binzhou urbanization construction.
