江西省新型城镇化质量测度

【摘要】：自改革开放以来,中国城镇化水平持续提升,在走过一段传统的发展道路后,也已经迈入了新的阶段。新型城镇化提倡“以人为本”的理念,强调发展不单是速度的问题,其中还囊括了城镇经济、社会发展问题、城镇基础设施、人民生活质量等多方面的内容。近年来,新型城镇化的研究引起了越来越多国内外学者的关注。另外,我国的“中部崛起战略”给作为中部六省之一的江西提出新的发展要求。因此,只有对江西省城镇化进行合理、全面和系统地评估,最后针对具体问题提出解决措施和意见。首先,为了对江西省新型城镇化质量现状进行有效分析,本文从经济发展质量、社会发展质量、生态环境质量、人民生活质量和城乡协调质量五方面构建指标体系,并依据因子分析方法优化得到新的评价体系。通过收集江西省2003-2014年间各指标数据,以时序演变分析法测算江西整体城镇化质量,并比较各子系统指标发展状况后发现:自2003年以来江西省新型城镇化质量持续提升,各指标之间得分各有差异。针对测度结果反映出江西现阶段存在城镇规模小、城镇化水平低、城乡基础设施落后、城乡二元结构凸显和生态建设滞后等问题。其次,本文利用之前构建的指标体系对省域范围内11个地级市新型城镇化质量的综合指数进行对比分析;通过处理5个系统、21个指标的横截面数据得到三个不同年份的得分和排名;采用自然断裂法,利用Opengeoda软件按时间顺序把各个地区求得的指数制成三位图并分为三个等级:良好、中等和一般。再次,笔者从省域空间差异和横向空间差异进行评价。基于2014年数据,本文分析省域范围内的11个地级市的区域差异状况后发现:南昌和新余新型城镇化质量发展最高;对中部六省城镇化质量展开横向评价,分析江西省与其他五省之间的新型城镇化质量的横向差异后发现:中部六省中江西省和河南省得分相近,并在整个排名中都处于末位。最后,在总结全文的基础上,全文通过定量和定性的方法对江西省新型城镇化质量进行统计分析并为提高其质量建言献策。
[Abstract]:Since the reform and opening up, the level of urbanization in China has continued to improve, after a period of traditional development, has also entered a new stage. The new urbanization advocates the idea of "people-oriented" and emphasizes that development is not only a matter of speed, but also includes urban economy, social development, urban infrastructure, people's quality of life and so on. In recent years, the study of new urbanization has attracted more and more attention of scholars at home and abroad. In addition, China's "Central rising Strategy" puts forward new development requirements for Jiangxi, one of the six central provinces. Therefore, it is only reasonable, comprehensive and systematic to evaluate the urbanization of Jiangxi Province, and finally to put forward some measures and suggestions to solve the specific problems. First of all, in order to effectively analyze the quality of new urbanization in Jiangxi Province, this paper constructs an index system from five aspects: the quality of economic development, the quality of social development, the quality of ecological environment, the quality of people's life and the quality of coordination between urban and rural areas. A new evaluation system is obtained by factor analysis. Through collecting the index data of Jiangxi Province from 2003 to 2014, using the time series evolution analysis method to calculate the overall urbanization quality of Jiangxi Province, and comparing the development status of the indexes of the subsystems, it is found that the quality of the new urbanization in Jiangxi Province has been improving continuously since 2003. There are differences in scores among the indicators. The results show that there are some problems in Jiangxi at present, such as the small scale of cities and towns, the low level of urbanization, the backwardness of urban and rural infrastructure, the prominent dual structure of urban and rural areas and the lag of ecological construction. Secondly, this paper makes a comparative analysis on the comprehensive index of the new urbanization quality in 11 prefecture-level cities by using the index system constructed before. By processing 5 systems, 21 indexes of cross section data obtained three different years of scores and rankings; using the natural fracture method, using Opengeoda software according to the time sequence of the index obtained by the three bitmaps and divided into three levels: good, Medium and average. Thirdly, the author evaluates the spatial difference and lateral spatial difference. Based on the data of 2014, this paper analyzes the regional differences of 11 prefecture-level cities in the province scope and finds that the quality of urbanization in Nanchang and Xinyu is the highest, and the horizontal evaluation of urbanization quality in six central provinces is carried out. After analyzing the horizontal difference between Jiangxi Province and other five provinces, it is found that Jiangxi Province and Henan Province have similar scores and are at the bottom of the whole rank. Finally, on the basis of summing up the full text, the paper makes a statistical analysis on the quality of new urbanization in Jiangxi Province by quantitative and qualitative methods and makes suggestions for improving its quality.
