海绵城市项目物有所值定量评价研究

【摘要】:近年,采用PPP模式进行海绵城市项目建设受到我国政府大力支持与推广。但对于具体海绵城市项目,应当首先判别PPP模式在此项目中的适用性。物有所值定量评价是通过一定的计算流程得出量化数值,并判定城市基础设施或公共服务是否适用于PPP模式的评价方法,在国外部分国家或地区已经具备比较完善的评价体系,而我国虽然出台了《PPP物有所值评价指引(试行)》,但没有对物有所值定量评价的流程、参数及方法进行详尽的说明与解释。另外,海绵城市涵盖多种类型的建设项目,综合性很强,较一般城市基础设施项目有一定的特殊性,在进行物有所值定量评价时需要特殊考虑,而我国针对于海绵城市项目物有所值定量评价的研究还没有开展。本文对国外较成熟的物有所值定量评价体系进行梳理,结合我国实际情况、相关政策文件及海绵城市项目的具体特性,对海绵城市项目在物有所值定量评价中涉及到的参数进行概念界定、流程梳理、计算方法探索等,构建出专门针对我国海绵城市项目的物有所值定量评价模型。希望能够为海绵城市项目是否适用于PPP模式提供客观规范的判定依据,并对今后相关研究具有一定的指导意义。首先对海绵城市、PPP模式和物有所值评价这三方面的定义、相关政策、特点等进行阐述,重点总结了海绵城市项目类型,并按照建设内容和建设地点对其进行分类;为海绵城市项目推荐适用的PPP运作模式;指出我国物有所值定量评价问题等,为本文研究提供理论基础。其次,通过分析总结国外较成熟的物有所值定量评价方法,结合我国实际情况、相关政策文件及海绵城市项目的具体特性,建立评价流程规范、计算方法清晰的海绵城市项目物有所值定量评价模型。在评价模型中加入外部效应收益、项目公司分红等参数,并对折现率、运营维护成本和风险量化这三个物有所值定量评价中的关键要素分别进行详细论述,使其选取或计算更加适应海绵城市项目的物有所值定量评价。最后,以某地海绵城市项目为案例,进行物有所值定量评价实证。利用本文构建的海绵城市项目物有所值定量评价模型,计算出此案例最终的物有所值量化数值(VFM值),并通过该结果判定此海绵城市项目是否适用于PPP模式。
[Abstract]:In recent years, the construction of sponge city project based on PPP model has been strongly supported and popularized by our government. However, for a specific sponge city project, the applicability of PPP model in this project should be judged first. The quantitative evaluation of value for money is to get the quantitative value through a certain calculation process and determine whether the urban infrastructure or public service is applicable to the PPP model. It has a relatively perfect evaluation system in some foreign countries or regions. Although our country has issued "PPP value for money evaluation guideline" (trial), but has not carried on the detailed explanation and the explanation to the flow, the parameter and the method of the quantitative evaluation of the value for money. In addition, spongy cities cover many types of construction projects, which are highly comprehensive and have certain particularities compared with general urban infrastructure projects. Special consideration is needed when carrying out quantitative evaluation of value for money. However, the quantitative evaluation of value for money for sponge city projects has not been carried out in China. This paper combs the mature quantitative evaluation system of value for money abroad, combined with the actual situation of our country, relevant policy documents and the specific characteristics of sponge city projects. This paper defines the concept of the parameters involved in the quantitative evaluation of the value for money of the sponge city project, combs the process and explores the calculation methods, and constructs a quantitative evaluation model of the value for money specially for the sponge city project in China. It is hoped that it can provide an objective and normative basis for judging whether the Sponge City Project is applicable to the PPP model, and it has certain guiding significance for the related research in the future. Firstly, the definition, relevant policies and characteristics of PPP model and value for money evaluation of spongy city are expounded, and the types of spongy city projects are summarized, and classified according to the content and location of construction. This paper recommends the suitable PPP operation mode for sponge city project, points out the problem of quantitative evaluation of value for money in China, and provides the theoretical basis for the research of this paper. Secondly, by analyzing and summarizing the mature quantitative evaluation methods of value for money abroad, combining with the actual situation of our country, the relevant policy documents and the specific characteristics of the sponge city project, the evaluation process standard is established. The value for money quantitative evaluation model of sponge city project with clear calculation method. In the evaluation model, the key factors of the quantitative evaluation of value for money are discussed in detail, such as the external effect income, the dividends of the project company, and the discount rate, the cost of operation and maintenance, and the quantification of risk, which are the three key factors in the quantitative evaluation of value for money. Make its selection or calculation more suitable for the sponge city project value for money quantitative evaluation. Finally, taking a sponge city project as a case, quantitative evaluation of value for money is carried out. Using the quantitative evaluation model of the sponge city project value for money, the final value of value for money is calculated, and the result is used to determine whether the sponge city project is suitable for the PPP model.
