基于成功度的公私合作项目绩效评价研究

【摘要】：以公私合作项目绩效评估为研究对象,采用"成功度"评价的方法,建立了PPP项目绩效评价梯度模型。以浙江某园区PPP项目的案例说明了该模型的应用。结果显示:PPP项目绩效评价梯度模型有效避开了评价指标模糊、难以量化的难题,在对PPP项目进行评价方面表现出极强的实用性。为进一步提高PPP项目的绩效管理水平,应设置独立于项目的第三方作为评价机构,加强对PPP项目事前、事中、事后各个环节的全方位监管;加强评价指标体系的建立,从行业角度构建行业统一的指标体系,为PPP项目绩效评价提供行业标准。
[Abstract]:In this paper, the PPP project performance evaluation gradient model is established by using the method of "degree of success". The application of the model is illustrated by a PPP project in a park in Zhejiang province. The results show that the gradient model of the performance evaluation of the PPP project effectively avoids the fuzzy evaluation index and is difficult to quantify. It is very practical in evaluating the PPP project. In order to further improve the performance management level of PPP project, we should set up a third party independent of the project as the evaluation organization, strengthen the comprehensive supervision of each link in the PPP project before and after the project, strengthen the establishment of the evaluation index system. This paper constructs a uniform index system from the angle of industry to provide the industry standard for PPP project performance evaluation.
