综合管廊全寿命周期风险及应对策略研究

【摘要】:综合管廊是建于城市地下,容纳地下管线的公共隧道,可集中铺设热力、中水、排水、燃气、电信电缆等管线,廊内配备智能化监测设备,包括视频监控、人员定位、密闭空间环境模拟等,随时监测管廊运营安全状况,具备了传统管线无法比拟的优势,例如杜绝了马路拉链现象,实现绿色、节能施工,解决了地下管线排布混乱的难题,实现了管线的有序、集中管理,结合海绵城市理念,解决城市内涝问题,提升城市生活品质及安全性。综合管廊虽具有众多优势,但在我国的建设尚未成熟,现阶段仍面临诸多问题,正视管廊建设与发达国家或地区的差距,及时发现并合理应对综合管廊建设中存在的风险,对我国管廊建设是非常重要的。本文以风险管理、全寿命周期理论为基础,通过文献分析、实地调研、专家访谈确定了43项全寿命周期风险因素,并利用调查问卷对风险发生的概率、危害程度进行调查,然后利用主成分分析法,确定了综合管廊建设面临的主要风险,包括管理理念风险、管线单位入廊意愿、软弱地层综合管廊施工风险、应对未知的地下环境、综合管廊不均匀沉降、与相邻建筑的最小间距设计风险、综合管廊节点处设计风险等。针对综合管廊建设的主要风险,本文首先分析了主要风险产生的原因,包括立法和规范不完善、信息协调难度大、面对复杂的环境等,其次针对风险产生的原因,从管理、技术、经济三个方面提出策略和建议,管理方面包括完善综合管廊立法,成立专门的行政管理部门、选择合适的时机建设管廊、如何提高管线单位入廊意愿等;技术方面包括利用信息平台实现多方交流、结合BIM与AR技术作用于综合管廊复杂节点的施工、采用基坑动态监控系统随时监测基坑位移情况等;经济方面包括对入廊费的收取提出多种可采纳的建议、开发综合管廊专项债券、发挥开发性金融作用等,这些策略或建议在拓展项目资金来源的同时还能降低资金使用成本。综合管廊正处于发展阶段,面临着各种各样的问题,本文对综合管廊全寿命周期风险的识别以及提出的风险应对策略和建议对于综合管廊建设的顺利进行,降低管廊建设中的危害和损失具有一定的借鉴意义和应用价值。
[Abstract]:The integrated pipe gallery is a public tunnel which is built in the city underground and accommodates the underground pipeline. It can centralize the laying of pipelines such as heat, reclaimed water, drainage, gas, telecommunication cable, etc. The corridor is equipped with intelligent monitoring equipment, including video surveillance, personnel positioning, etc. The airtight space environment simulation and so on, monitors the pipe corridor operation safety condition at any time, has the superiority which the traditional pipeline cannot compare, for example, has eliminated the road zipper phenomenon, realized the green, the energy saving construction, solved the underground pipeline arrangement confusion difficult problem, The pipeline is orderly, centralized management, combined with the concept of sponge city, to solve the problem of urban waterlogging, improve the quality of life and safety of the city. Although the comprehensive pipe gallery has many advantages, but the construction in our country is not yet mature, at the present stage still faces many problems, facing the gap between the pipe gallery construction and the developed countries or regions in time to discover and reasonably deal with the risks in the construction of the comprehensive pipe gallery. It is very important to the construction of pipe gallery in our country. Based on the theory of risk management and life cycle, through literature analysis, field investigation, expert interviews, 43 risk factors of life cycle are determined, and the probability and degree of risk occurrence are investigated by questionnaire. Then the principal component analysis method is used to determine the main risks faced by the construction of the integrated pipe gallery, including the risk of management concept, the willingness of pipeline units to enter the corridor, the construction risk of integrated pipe corridor in weak strata, and the response to the unknown underground environment. The non-uniform settlement of the integrated pipe corridor, the design risk of minimum spacing with the adjacent building, the design risk of the joint of the integrated pipe corridor, etc. In view of the main risks in the construction of integrated pipe gallery, this paper first analyzes the causes of the main risks, including the imperfect legislation and norms, the difficulty of information coordination, the complex environment and so on. Secondly, aiming at the causes of the risks, the paper analyzes the causes of the risks. Technical and economic aspects of the proposed strategies and suggestions, management, including the improvement of comprehensive management corridor legislation, the establishment of a special administrative department, select the right time to build the pipe corridor, how to improve the willingness of pipeline units to enter the corridor, and so on; The technical aspects include the use of information platform to achieve multi-party communication, combined with BIM and AR technology in the construction of complex nodes of integrated pipe gallery, and the dynamic monitoring system of foundation pit is used to monitor the displacement of foundation pit at any time and so on. The economic aspect includes several suggestions for the collection of entrance fees, the development of special bonds for integrated management corridors, and the role of development finance. These strategies or suggestions can also reduce the cost of capital use while expanding the sources of project funds. The integrated pipe gallery is in the development stage and is facing various problems. In this paper, the identification of the risk in the whole life cycle of the integrated pipe gallery and the risk countermeasures and suggestions put forward for the construction of the integrated pipe gallery are carried out smoothly. Reducing the damage and loss in the construction of pipe gallery has certain reference significance and application value.
