县级供电公司应急物资保障体系建设及评价研究

【摘要】:当前威胁电网安全的主要因素仍旧是自然灾害、电网结构薄弱和一次和二次设备故障等方面。在全球能源互联网的背景下,电网企业迫切需要解决的问题是如何应对电力突发事件,如何建设好电网为国计民生服务。电力企业出现事故,会给整个行业带来不可估量的损失,给社会造成很大的危害,尤其是电网大面积的停电事故,尤其需要引起注意。不容否认的是,由于各种主客观原因,电力突发公共事件的发生仍在给我国带来各方面的损失。电力安全问题有自己的独特性,比如频发性、复杂性和严重性等。这决定了电力系统必须要有高效完善的应急体系和机制,对电力突发事件进行有效预防和处理,在发生灾害的时候能够第一时间进行处理,如何在电力突发事件中,进行有效快捷的处理和应对,建立相应的物资保障体系,尤其是对于县级供电公司而言,由于其作为电网企业的基层单元,承担着超过50%以上的电力客户供电保障,因此建立县级供电公司的物质保障体系,对整个电力系统的稳定运行有重大的意义。在此背景下,对县级供电公司进行保障体系的建设就尤为重要,本文以此为背景,对县级供电公司的物质保障体系的建设和评价进行了研究。本文首先介绍了应急物资保障体系建设及评价的相关理论,接下来对县级应急物资保障体系建设进行了全面分析,给出了县级供电公司应急物资保障体系的建设背景以及存在的问题,对县级供电公司应急物资保障体系的建设的需求进行了分析;并给出了县级供电公司应急物资保障体系的建设指导思想和建设目标,给出了县级供电公司以及物资保障体系的建设的保障理念;对县级供电公司应急物资保障体系进行了建设,给出了配置原则,建设内容、配置规范和预案体系建设。最后对县级供电公司应急物资保障体系的建设评价问题进行了研究,构建了县级供电公司应急物资保障体系的建设评价指标体系,确定了利用模糊层次分析法作为县级供电公司应急物资保障体系建设的评价方法,最后对各个指标的权重进行了计算。得到了各个指标的最终权重,以山西省某县级供电公司应急物资保障体系建设为例进行了实证分析,并在最后给出了相关建议。
[Abstract]:At present, the main factors that threaten the security of power grid are natural disasters, weak power grid structure, primary and secondary equipment failures and so on. Under the background of global energy Internet, the urgent problem that grid enterprises need to solve is how to deal with power emergencies and how to build power grid to serve the national economy and people's livelihood. The accidents in electric power enterprises will bring incalculable losses to the whole industry, and cause great harm to the society, especially the blackouts in a large area of the power grid, which need to be paid more attention to. It can not be denied that, due to various subjective and objective reasons, the occurrence of electric power emergencies still brings losses to all aspects of our country. Power security problems have their own uniqueness, such as frequency, complexity and severity. This determines that the power system must have an efficient and perfect emergency system and mechanism to effectively prevent and deal with power emergencies, can be handled in the first time in the event of disasters, how to in the power emergencies, For the county-level power supply company, as the basic unit of the power grid enterprise, it is responsible for more than 50% of the power customer power supply guarantee, especially for the county-level power supply company, which can deal with and deal with the problem effectively and quickly, especially for the county-level power supply company. Therefore, it is of great significance for the stable operation of the whole power system to establish the material guarantee system of the county power supply company. Under this background, it is particularly important to construct the security system of the county power supply company. This paper studies the construction and evaluation of the material security system of the power supply company at the county level. This paper first introduces the relevant theories of emergency material support system construction and evaluation, and then makes a comprehensive analysis of emergency material support system construction at county level. The construction background and existing problems of emergency material support system of county power supply company are given, and the requirements of emergency material support system construction of county power supply company are analyzed. The guiding ideology and construction goal of emergency material support system of county power supply company are given, and the guarantee idea of the construction of county power supply company and material support system is given. The emergency material support system of county-level power supply company is constructed, and the collocation principle, construction content, configuration standard and pre-plan system construction are given. Finally, the paper studies the construction and evaluation of emergency material support system of county-level power supply company, and constructs the construction evaluation index system of emergency material support system of county-level power supply company. The fuzzy analytic hierarchy process (FAHP) is used as the evaluation method of emergency material support system construction in county power supply company. Finally, the weight of each index is calculated. Finally, the final weight of each index is obtained. Taking the construction of emergency material support system of a county-level power supply company in Shanxi Province as an example, the paper makes an empirical analysis and gives some relevant suggestions at the end.
