PPP模式在发展中遇到的问题及对策研究

【摘要】：当前,我国正处于一个对公共服务需求愈加增长的高速时期,公众对各类公共服务的需求在不断增加,而公共服务方面的制度改革却远远滞后于其发展速度,政府因其自身的财政局限,导致公共服务在供应上与民众的实际需求上的矛盾越来越突出,于是研究PPP模式并将其带入到我国实际的公共服务供给中便成为了一种缓解这个矛盾最有效最现实的做法。目前,我国PPP项目的应用涵盖了道路交通、城市供水、供电、环境保护等社会公共事业多个领域。尽管PPP模式有着广阔的应用前景,但由于PPP模式自身具有项目周期长、与主体目标不一致、资金投入大等特点,这些特点导致PPP模式在我国的实际发展中遇到了很多的问题。本论文在查阅大量国内外文献的基础上明确了PPP的相关概念:公共部门和社会资本等私营部门一起参与到公共服务供给过程中去,共同为消费者提供公共服务的一个过程。并阐述了该模式发展的理论基础,主要介绍了公共服务理论、公共选择理论、委托代理理论三种理论。该模式在我国的具体实践中主要表现为合同外包、政府参股和特许经营三种形式。并概述了PPP模式在我国的发展历程,主要分为1984年-2000年摸索试行阶段、2001年-2012年逐步推广阶段和2013年至今快速发展阶段三个阶段。通过对PPP模式在我国发展历程的梳理,从政府层面、社会资本方面和金融机构方面论述了PPP模式在我国的实际运用与发展中遇到的问题。通过对徐州地铁三号线、镇江海绵城市建设项目、澳大利亚维多利亚州会展中心、加拿大PPP模式等国内外成功的PPP项目的总结与借鉴,对我国PPP模式的发展提出了相关建议与对策,主要为转变政府角色,建立并完善PPP相关法律体系;加强构建政府契约精神,加大对PPP扶持力度;培养专业化人才与机构,重视第三方评估机构的发展;拓宽私人融资渠道,成立创新性融资平台;创新金融机构支持模式,完善资本市场。
[Abstract]:At present, our country is in a high-speed period of increasing demand for public services. The public demand for all kinds of public services is increasing, but the institutional reform of public services lags far behind its development speed. Because of its own financial constraints, the government has led to more and more serious contradictions between the supply of public services and the actual needs of the people. Therefore, the study of PPP model and its introduction into the actual public service supply has become the most effective and practical way to alleviate this contradiction. At present, the application of PPP project in China covers many fields such as road traffic, urban water supply, power supply, environmental protection and so on. Although the PPP model has a broad application prospect, PPP mode itself has the characteristics of long project cycle, inconsistent with the main objective and large capital investment. These characteristics have led to many problems in the actual development of PPP model in China. On the basis of consulting a large number of domestic and foreign literatures, this paper clarifies the relevant concepts of PPP: the public sector and the private sector such as social capital participate in the process of public service supply together, and provide public service for consumers together. The theoretical basis of the development of this model is expounded, including three theories: public service theory, public choice theory and principal-agent theory. This model is mainly manifested in three forms: contract outsourcing, government equity participation and franchise management. The development process of PPP model in China is summarized, which is divided into three stages: the trial stage from 1984 to 2000, the gradual extension stage from 2001 to 2012 and the rapid development stage from 2013 to present. Through combing the development course of PPP model in our country, this paper discusses the problems encountered in the practical application and development of PPP model in our country from the aspects of government, social capital and financial institutions. Through the Xuzhou Metro Line 3, Zhenjiang Sponge City Construction Project, Australia Victoria Convention and Exhibition Center, Canada PPP model and other successful PPP projects at home and abroad, This paper puts forward some suggestions and countermeasures for the development of PPP model in China, mainly in order to change the role of the government, establish and perfect the relevant legal system of PPP, strengthen the construction of the spirit of government contract, increase the support to PPP, train specialized talents and institutions. Attach importance to the development of third-party evaluation institutions; broaden private financing channels and establish innovative financing platforms; innovate financial institutions support model and improve capital market.
