四川全要素生产率动态测算及路径优化

【摘要】:近年来,随着我国劳动力工资和福利水平、科技进步由模仿向创新过程中的学习成本等因素的持续上升,原有的经济增长核心竞争力优势正在消失,提高要素生产率、降低成本、促进产业产品转型升级,实现经济“提质增效升级”显得尤为迫切。作为西部战略高地的四川,同样也面临外需疲乏、内需不振以及要素资源的供给约束日益加剧的问题,资源错配、供需失衡等矛盾不断升级,经济发展动力切换相应进入困难期。为破解这些难题,中央明确提出以提高全要素生产率来重构经济增长新动力,其目的在于打通要素流动和再配置通道,提升整体经济质量效益。而四川全要素生产率存在效率不高、质量不优、动力不足等问题,如何多维度测度其发展现状和内部结构,深层次挖掘其影响因素,全方位优化全要素生产率提升的路径就成为当务之急。鉴于此,本文拟对四川全要素生产率及其指数分解现状进行深入分析,找出制约全要素生产率提升的主要因素,为全方位提升全要素生产率提供现实路径。与以往研究相比,本文试图从研究视角、方法及分析技术等诸多方面进行创新性尝试。在研究视角和方法上,以全要素生产率提升的内在机理为支点,综合运用多种前沿分析技术模型,采取多学科交叉融合的形式,分析总结四川全要素生产率演变特征和发展规律。在分析技术上,将全要素生产率提升与经济发展作为一个有机的整体,构建形成了全方位分析四川省全要素生产率提升的研究体系,并在此基础上为提升四川全要素生产率提供可行的实现路径,对研究区域全要素生产率提供了重要理论和实践价值。全文共由六章内容构成。第一章主要阐述了研究的背景意义并总结了国内外相关研究结论,对本文的研究方案,包括思路目标、研究内容、拟解决的关键问题及创新性等方面进行阐述。第二章是对相关理论基础进行了深刻总结,对全要素生产率概念、内在机理进行了阐述。第三章是基于索罗残值法对四川全要素生产率进行了动态测算,由此对四川全要素生产率演变特征进行了深入探析。第四章则是基于DEA-malmquist模型对四川全要素生产率指数分解后的技术进步、技术效率、规模效应等方面进行了深度研究,对全省21个市州、五大经济区相关指标变化情况进行了逐一分析。第五章,对四川全要素生产率在有利条件和现实制约方面进行了重点阐述,进一步明确了全要素生产率所面临的机遇与挑战。第六章主要从要素配置机制、要素流动、要素配置效率、要素资源开放等方面提出了提升四川全要素生产率的现实路径。
[Abstract]:In recent years, with the wage and welfare level of labor force in our country and the cost of learning in the process of innovation from imitation to innovation, the advantages of core competitiveness of the original economic growth are disappearing, and the factor productivity is improved. It is particularly urgent to reduce cost, promote industrial product transformation and upgrade, and realize economic upgrading. Sichuan, as a strategic highland in the western region, is also facing the problems of external demand fatigue, weak domestic demand and the increasing constraints on the supply of essential resources, the mismatch of resources, the imbalance between supply and demand, and so on. Economic development power switch corresponding enters difficult period. In order to solve these problems, the central government has clearly proposed to reconstruct the new power of economic growth by raising the total factor productivity, which aims at opening up the channels of factor flow and reconfiguration and improving the overall economic quality and efficiency. However, there are some problems in Sichuan total factor productivity, such as low efficiency, poor quality, insufficient power and so on. How to measure the present situation and internal structure of Sichuan total factor productivity, and how to excavate the influencing factors deeply, It is urgent to optimize the path of total factor productivity. In view of this, this paper intends to deeply analyze the present situation of Sichuan total factor productivity and its exponential decomposition, find out the main factors restricting the total factor productivity increase, and provide a realistic path for the all-round improvement of total factor productivity. Compared with previous studies, this paper attempts to make innovative attempts from the perspectives, methods and analytical techniques. From the perspective and method of research, taking the intrinsic mechanism of total factor productivity as the fulcrum, the paper synthetically applies a variety of frontier analytical technology models, and adopts the form of multi-disciplinary cross-integration. This paper analyzes and summarizes the evolution characteristics and development law of Sichuan total factor productivity. In terms of analysis technology, the total factor productivity (TFP) and economic development are taken as an organic whole, and a comprehensive research system is established to analyze the TFP in Sichuan Province. On this basis, it provides a feasible way to improve the total factor productivity in Sichuan, and provides important theoretical and practical value for the study of regional total factor productivity. The full text consists of six chapters. The first chapter mainly describes the background significance of the research and summarizes the relevant research conclusions at home and abroad, including the research program, including the thinking objectives, research content, key issues to be solved and innovative aspects. The second chapter summarizes the theoretical basis and expounds the concept and internal mechanism of total factor productivity (TFP). The third chapter is based on the Solow residual value method to measure the total factor productivity in Sichuan, and then the evolution characteristics of the total factor productivity in Sichuan are deeply analyzed. The fourth chapter is based on DEA-Malmquist model to analyze the technological progress, technical efficiency and scale effect of Sichuan total factor productivity index decomposition. Five major economic zone related index change situation has carried on the analysis one by one. The fifth chapter focuses on the favorable conditions and practical constraints of the total factor productivity in Sichuan Province, and further clarifies the opportunities and challenges faced by the total factor productivity. The sixth chapter mainly puts forward the realistic path to enhance the total factor productivity of Sichuan province from the aspects of the mechanism of factor allocation, the flow of elements, the efficiency of factor allocation and the opening of factor resources.
