大同市住房公积金运行绩效评价研究

【摘要】：大同市于1995年正式设立了住房公积金制度,直到2016年底,该制度在切实解决低收入职工家庭的住房问题、提高城镇居民住房水平、发挥住房保障作用、推动大同市房地产业发展等方面做出了有力贡献。但是,由于住房公积金制度建立时间过短、经济不断发展、房价持续攀升、政策更新迅速等原因,大同市住房公积金依然存在覆盖面狭窄、结余资金多、缺乏投资收益渠道、法律法规监管体系不健全等缺陷。本文以山西省大同市为例,从大同市住房公积金的运行状况展开研究,在山西省11个地级市公布的住房公积金年报的基础上,遴选了高效性、营利性、安全性三大类14项指标,构建了全面的指标体系,为后文的分析与研究奠定了基础。本文主要选用客观的量化分析方法——熵值法对大同市及山西省其他10个地级市的住房公积金运行绩效做了纵向、横向两个维度的对比分析。首先,对2012—2015年大同市住房公积金的住房公积金贷款效率、当年增值收益、保值风险指数等三大类14项相关数据进行纵向分析,得出大同市住房公积金在高效性方面呈逐年上升趋势,但在安全、营利性方面保持的不好,有所下降。其次,在横向维度分析方面,本文主要对包括大同市在内的2015年度山西省11个地级市的住房公积金运行绩效进行了评价与分析,发现大同市住房公积金在高效性方面表现最优,在安全性方面则不尽人意。再次,在与山西省住房公积金运行绩效表现亮眼的城市对比,发现大同市住房公积金的提取效率、当年发放贷款金额、增值收益增长率等较低,再加上缴存余额多、个人住房贷款余额多、个人住房贷款逾期率等过高的原因,导致大同市住房公积金运行绩效表现不佳。最后,以大同市出现的上述缺陷为突破口,本文提出了进一步切实拓展覆盖面及投资收益渠道等意见,希望有所帮助。
[Abstract]:Datong City formally set up a housing provident fund system in 1995. Until the end of 2016, the system has effectively solved the housing problems of low-income workers, improved the housing level of urban residents, and played a role in housing security. Datong City to promote the development of real estate industry and other aspects made a strong contribution. However, because the housing provident fund system was established for too short a time, the economy continued to develop, house prices continued to rise, and policies were updated rapidly, the housing provident fund of Datong City still had a narrow coverage, more surplus funds, and a lack of investment income channels. Laws and regulations supervision system is not perfect and other defects. Taking Datong City of Shanxi Province as an example, this paper studies the operation status of housing accumulation fund in Datong City. On the basis of the annual report of housing accumulation fund published by 11 prefectural cities in Shanxi Province, 14 indexes of high efficiency, profit making and safety are selected. A comprehensive index system is constructed, which lays a foundation for the following analysis and research. This paper mainly chooses the objective quantitative analysis method-entropy value method to make the vertical and horizontal comparative analysis on the performance of housing accumulation fund operation in Datong city and other 10 prefectural cities in Shanxi Province. First of all, this paper makes a longitudinal analysis of 14 related data of three categories of housing provident fund loan efficiency, value-added income, and hedge risk index of Datong housing provident fund from 2012 to 2015. It is concluded that the efficiency of Datong housing accumulation fund is increasing year by year, but it is not good in safety and profit. Secondly, in the aspect of horizontal dimension analysis, this paper mainly evaluates and analyzes the performance of housing accumulation fund in 11 prefectural cities of Shanxi Province in 2015, and finds that Datong City has the best performance in terms of high efficiency. In terms of safety, it is unsatisfactory. Thirdly, compared with the cities where the performance of Shanxi housing provident fund is bright, we find that the extraction efficiency of Datong housing provident fund, the amount of loans issued in that year, the growth rate of value-added income, and so on, are lower, and the balance of deposit is more. The reasons such as excessive balance of personal housing loan and overdue rate of personal housing loan lead to poor performance of housing accumulation fund in Datong city. Finally, taking the defects mentioned above in Datong as the breakthrough point, this paper puts forward some suggestions to further expand the coverage and investment return channels, hoping to be helpful.
