如皋市供水BOT研究

【摘要】:在我国,城镇供水设施落后与水资源需求增长的矛盾日益突出,修建供水工程刻不容缓。由于BOT投资模式能够有效解决资金来源,许多地方政府都在积极利用BOT投资模式进行供水项目建设,BOT投资模式存在的问题也在实践中不断暴露出来。本论文以如皋市供水BOT为研究实例,研究目的在于通过分析该市供水行业引入BOT投资模式后遇到的问题和原因,研究总结出解决问题的对策。本文的研究一方面进一步推动了 BOT投资模式相关理论的发展,另一方面在实践上对如皋市供水行业今后的发展具有指导作用,有助于政府丰富和完善供水BOT项目投资和管理制度,同时也为其他地区加强供水BOT管理提供参考,对供气、环卫等行业引进BOT投资模式也有重要的借鉴意义。本文运用的主要理论有公私合作理论、公共物品理论和市场失灵理论,研究方法主要有文献研究法、访谈法和案例分析法,研究的主要内容是如皋市供水工程在引入BOT投资模式后遇到的问题和困境,并分析导致这些问题的原因,有针对性地提出解决问题的对策。本文共分为五章,第一章阐述了选题背景和意义、国内外研究现状、论文的研究方法、研究思路、创新点及不足之处;第二章介绍了本文中涉及的基本概念和运用的理论基础;第三章介绍了如皋市供水运营管理的发展历程以及BOT现状;第四章分析总结了如皋市供水BOT存在的问题及原因,共归纳出六方面的问题和六方面原因;第五章针对归纳出的问题总结了解决如皋市供水BOT存在问题的六个对策。本文的创新点主要有三个:一是综合考虑了 BOT合同双方即地方政府和供水企业的双方因素,指出政府在监管方面存在诸多问题,供水企业也存在社会责任感缺失等问题。二是对项目移交阶段可能存在的问题进行了探索,指出政府应在项目建设期和经营期加强监管,并在移交阶段聘请专业机构对移交项目进行评估验收。三是整理总结了如皋市各职能部门在供水监管中的分工和职责,发现了如皋市政府部门的监管漏洞,并提出了解决监管漏洞的对策。例如对于供水企业恶意停水、影响群众正常生活的行为,政府没有处罚依据和处罚措施。解决对策包括激发企业的社会责任感,让企业主动停止类似恶劣行为;制定相应的规章制度并补充BOT合同,用制度和合同条款约束企业行为。本文得出的结论是:BOT投资模式是解决城镇供水设施建设所需资金的有效途径,其对于加快我国基础设施建设具有重大的现实意义,但是BOT投资模式在运作过程中存在的问题也不容忽视,这些问题的解决需要政府部门、供水企业和社会公众一起努力,才能把BOT投资模式更好地应用到供水事业中,真正造福一方百姓。
[Abstract]:In China, the contradiction between the backwardness of urban water supply facilities and the increasing demand for water resources is increasingly prominent, so it is urgent to build water supply projects. As bot investment model can effectively solve the source of funds, many local governments are actively using bot investment mode to build water supply projects. The problems existing in bot investment mode are also exposed in practice. This paper takes the water supply bot of Rugao city as an example. The purpose of the study is to analyze the problems and reasons after the introduction of bot investment mode in the water supply industry of Rugao city, and to summarize the countermeasures to solve the problems. On the one hand, the research of this paper further promotes the development of bot investment model related theory, on the other hand, it has a guiding role in the future development of Rugao water supply industry in practice. It is helpful for the government to enrich and perfect the investment and management system of water supply bot project, at the same time, it also provides reference for other regions to strengthen the water supply bot management, and also has important reference significance for gas supply, sanitation and other industries to introduce bot investment model. The main theories used in this paper are public-private cooperation theory, public goods theory and market failure theory. The main research methods are literature research, interview and case analysis. The main content of the study is the problems and difficulties encountered after the introduction of bot investment mode in Rugao water supply project, and the reasons leading to these problems are analyzed, and the countermeasures to solve the problems are put forward. This paper is divided into five chapters, the first chapter describes the background and significance of the topic, domestic and foreign research status, research methods, research ideas, innovative points and deficiencies, the second chapter introduces the basic concepts involved in this paper and the theoretical basis of its application. The third chapter introduces the development of water supply operation and management in Rugao and the present situation of bot. Chapter four analyzes and summarizes the existing problems and causes of bot in Rugao, and concludes six problems and six reasons. The fifth chapter summarizes six countermeasures to solve the problem of water supply bot in Rugao. There are three main innovation points in this paper: first, considering the two factors of bot contract, that is, local government and water supply enterprise, the author points out that there are many problems in the supervision of the government and the lack of social responsibility in the water supply enterprise. The second is to explore the possible problems in the phase of project transfer, pointing out that the government should strengthen supervision in the period of construction and operation of the project, and invite professional organizations to evaluate and accept the transfer project in the phase of transfer. Third, it summarizes the division of labor and responsibilities of the functional departments in the supervision of water supply in Rugao City, discovers the loopholes of the government departments in Rugao City, and puts forward the countermeasures to solve the loopholes. For example, the government has no punishment basis and punishment measures for the maliciously stopping water supply enterprises and affecting the normal life of the masses. The solution includes arousing the social responsibility of the enterprise, making the enterprise stop the similar bad behavior actively, making the corresponding rules and regulations and supplementing the bot contract, restricting the enterprise's behavior with the system and the contract clause. The conclusion of this paper is that the investment mode of "1: bot" is an effective way to solve the need of capital for the construction of urban water supply facilities, which has great practical significance for speeding up the construction of infrastructure in China. However, the problems existing in the operation of bot investment mode can not be ignored. The solution of these problems requires the joint efforts of government departments, water supply enterprises and the public in order to better apply bot investment model to the water supply industry. The people on the one side of the real blessing.
