智慧城市公共资源交易平台建设经验与借鉴——以秦皇岛市为例

【摘要】：研究智慧城市公共资源交易平台的建设经验,可以为进一步整合建立统一的公共资源交易平台提供借鉴,为进一步创新公共资源交易的管理体制和运行机制提供参考,为解决智慧城市建设的瓶颈问题提供思路。通过对秦皇岛市在智慧城市建设中建立统一的公共资源交易平台的过程、做法和特色进行分析,形成了完整的智慧城市公共资源交易平台建设理论体系和实践经验。并发现,顶层设计和体制机制创新、业务流程再造和数据共享是保证智慧城市建设和发展的重要条件;智慧地配置城市资源是推进智慧城市建设和持续发展的创新路径;智慧城市建设要统筹兼顾、稳步推进,并要注重新一代信息技术的应用;智慧城市建设是提升政府公共服务能力和治理水平的有效途径。
[Abstract]:The study of the experience in the construction of intelligent city public resource trading platform can provide a reference for further integration and establishment of a unified public resource trading platform, and for further innovation of the management system and operational mechanism of public resource transaction. In order to solve the bottleneck of the construction of intelligent city to provide ideas. Based on the analysis of the process, practice and characteristics of establishing a unified public resource trading platform in the construction of the intelligent city in Qinhuangdao City, a complete theoretical system and practical experience of the construction of the public resource trading platform in the intelligent city are formed. It is found that the top-level design and institutional mechanism innovation, business process reengineering and data sharing are the important conditions to ensure the construction and development of the intelligent city, and the intelligent allocation of urban resources is the innovative path to promote the construction and sustainable development of the intelligent city. The construction of intelligent city should take into account all aspects, advance steadily, and pay attention to the application of the new generation of information technology, and the construction of intelligent city is an effective way to improve the ability of government public service and the level of governance.
