安徽省Q县小作坊食品安全治理研究

【摘要】:近年来,食品安全问题日益显著,并成为社会各界关注焦点和各级政府工作的重点。小作坊是国内一种普遍的食品加工形式,风险防控工作十分重要。本文选取《安徽省Q县小作坊食品安全治理问题研究》作为论题,希望为规范小作坊标准、探寻更具操作性的治理模式提供支持。2014年,Q县部分食品监管机构进行重组改革,原工商行政管理局、质量技术监督管理局、食品和药品监督管理局合并建成市场监督管理局。小作坊监管主体发生改变,证照办理流程、监管方式等也发生一定程度的改变。三年来,Q县小作坊的数量和种类均有提升。随着2015年新《中华人民共和国食品安全法》的颁布实施,小作坊治理显得更为紧迫和必要。论文从多元治理视角出发,从政府、社会、作坊三方面影响因素,分析安徽省Q县小作坊食品安全治理问题和对策。作者通过查阅Q县小作坊日常监管资料和行政处罚处罚案卷,实地走访粮油、糕点等主要种类小作坊,对执法者和消费者发放调查问卷等方式,汇总了大量素材。在分析监管系统现状和治理工作开展情况基础上,作者梳理出Q县小作坊食品安全治理表现出的治理主体单一、监管存在盲区、监管工作保障不足、一线监管矛盾多、治理成效不理想等问题,结合治理理论和国内外研究,总结出治理理念陈旧、规章制度不健全、治理机制不完善、绩效考核不科学的成因。针对问题和成因,提出Q县小作坊食品安全治理的优化对策:提升治理理念、健全规章制度、完善治理机制、优化绩效考核。
[Abstract]:In recent years, the problem of food safety has become increasingly prominent, and has become the focus of attention and government work at all levels. Small workshop is a common food processing form in China, risk prevention and control work is very important. In this paper, a study on food safety governance in small workshops in Q County of Anhui Province is selected as the topic, in the hope of providing support for standardizing the standards of small workshops and exploring a more operable governance model. In 2014, some food regulatory agencies in Qi-Q County were reorganized and reformed. The former Administration for Industry and Commerce, the quality and Technology Administration, and the Food and Drug Administration merged into the Market Administration. Small workshop regulatory body changes, licensing procedures, regulatory methods and so on have also changed to a certain extent. In the past three years, the number and types of small workshops in Q County have increased. With the promulgation and implementation of the new Food Safety Law of the people's Republic of China in 2015, the administration of small workshops is more urgent and necessary. From the perspective of multiple governance, this paper analyzes the problems and countermeasures of food safety management in small workshops in Q County, Anhui Province, from the three influencing factors of government, society and workshop. The author collected a large amount of materials by consulting the daily supervision data and administrative punishment files of small workshops in Q County, visiting the main kinds of small workshops such as grain, oil and cakes, and issuing questionnaires to law enforcers and consumers. Based on the analysis of the present situation of the supervision system and the development of the governance work, the author combs out that the food safety management of the small workshop in Q County shows a single main body of governance, there are blind areas in the supervision, the supervision work is insufficient, and there are many contradictions in the front line supervision. Combined with the theory of governance and domestic and foreign studies, the causes of the outdated governance concept, imperfect rules and regulations, imperfect governance mechanism and unscientific performance appraisal are summarized. In view of the problems and causes, this paper puts forward the optimization countermeasures of food safety management in small workshops in Q County: to promote the concept of governance, to perfect the rules and regulations, to perfect the governance mechanism, and to optimize the performance appraisal.
