中小型城市内生互惠成长模式:从理念跃迁到路径转换

【摘要】：中小型城市的成长和发展是新型城镇化战略的重要环节,但是传统中小型城市的成长模式在资源获取层面过度依赖单一资源或外部资源,在关系构建层面割裂了城市群间和城市内部主体的互动关系。本文尝试提出以内生互惠模式来对传统模式进行优化。内生互惠模式的内在意蕴在于通过内部要素配置完善优化生产函数,外在意蕴在于通过互惠网络替代层级控制。为了实现内生互惠成长模式从理念映射到现实路径,政策制定者应当坚持五大发展理念,着力发掘城市内生要素,构建平等协商的城市网络体系和社会主体关系。
[Abstract]:The growth and development of small and medium-sized cities is an important part of the new urbanization strategy. However, the traditional growth mode of small and medium-sized cities is too dependent on a single resource or external resources at the level of resource acquisition. At the level of relationship construction, the interaction between the urban agglomeration and the main body of the city is severed. This paper attempts to optimize the traditional model by endogenous reciprocity. The intrinsic implication of endogenous reciprocal mode lies in the optimization of production function through the allocation of internal elements, while the external implication lies in the substitution of hierarchical control through reciprocal networks. In order to map the endogenous reciprocal growth model from concept to reality, the policy makers should adhere to the five development concepts, explore the urban endogenous elements, and construct the urban network system of equal consultation and the relationship between social subjects.
