铜川资源枯竭型城市低碳转型研究

【摘要】:随着全球城市飞速的发展,人口的暴涨,工业的污染,资源的衰竭,人类居住环境不断恶化,城市发展面临越来越多的困境,如何使城市发展由过去的依赖自然资源,粗放单一化的发展方式,向着依靠人才科技,精明多元化的发展方向转移,是每一个城市发展需要考虑的核心问题。在全世界各种类型的城市中,资源型城市因其对资源的依赖性,在资源枯竭现状之下,成为受到当前情况限制和约束最为严重的一类。资源型城市在发展的过程中,不仅为我国城市经济繁荣做出贡献,更为其他各类城市提供资源基础,有着特殊的贡献,和突出的历史地位,如今却因透支过多资源储备和生态环境,在当前科技和生态做为条件的城市竞争中逐渐失去地位,出现发展活力降低和衰退的迹象。想要扭转资源型城市发展现状,应该选择适宜的发展模式,使资源型城市走上可持续发展之路。低碳转型模式因其自身特殊的"3R"理论基础,是一种依靠科技改革创新城市各个方面发展的技术手段,成为当前城市转型发展的首选模式。本文选择铜川,这座历史悠久,如今却正在经历资源枯竭化的城市作为研究对象。以低碳城市和资源型城市转型研究成果的总结做为基础,分析铜川现状,总结铜川自身的发展问题和发展方向,运用系统动力学理论模型和数据数学分析的手段,将铜川市复杂的城市转型系统分解成:经济子系统、社会子系统、资源子系统、环境子系统和空间子系统五大系统,作为影响城市转型的主要部分,再利用现状数据资料进行动态情景模拟,得到一系列最适宜的低碳转型重点和转型策略。本文结论和成果包括形成一套指导资源型城市低碳转型的,具有广泛实用性的,SD模型建立方式;以及适宜铜川现状特点,切合铜川实际的转型策略和手段。使我国资源型城市低碳转型研究得以丰富和发展,并为铜川等一些具有相同点的资源型及资源枯竭型城市低碳转型提供理论支撑和借鉴措施。
[Abstract]:With the rapid development of global cities, the rapid increase of population, the pollution of industry, the exhaustion of resources, the deterioration of human living environment, urban development is facing more and more difficulties, how to make urban development from the past dependent on natural resources, It is the core problem that every city needs to consider the development mode of extensive and simple development, which is to rely on talents, science and technology, and smart and diversified development direction. Among all kinds of cities in the world, resource-based cities, because of their dependence on resources, have become the most severely restricted and constrained class under the current situation of resource depletion. In the process of development, resource-based cities not only contribute to the economic prosperity of China's cities, but also provide a resource base for other types of cities, and have a special contribution and prominent historical status. However, due to overdraft of excessive resources and ecological environment, it has gradually lost its position in the current competition of cities under the condition of science and technology and ecology, showing signs of decline and decline of development vitality. In order to reverse the development of resource-based cities, we should choose the appropriate development mode to make resource-based cities on the road of sustainable development. Because of its special "3R" theoretical foundation, the low-carbon transformation model is a technological means to develop all aspects of the city by relying on scientific and technological reform and innovation, and has become the preferred mode of urban transformation and development at present. This paper chooses Tongchuan, a city with a long history, which is now experiencing resource depletion. Based on the summary of the research results of the transformation of low-carbon cities and resource-based cities, this paper analyzes the present situation of Tongchuan, summarizes the development problems and development directions of Tongchuan itself, and applies the theoretical model of system dynamics and the means of data mathematical analysis. The complex urban transformation system of Tongchuan city is decomposed into five major systems: economic subsystem, social subsystem, resource subsystem, environment subsystem and spatial subsystem. A series of most suitable low carbon transformation focus and transformation strategies are obtained by dynamic scenario simulation using current data. The conclusions and achievements of this paper include the formation of a set of widely applicable SD model to guide the low-carbon transformation of resource-based cities, and the transformation strategies and means suitable for Tongchuan's current situation. The research on low-carbon transformation of resource-based cities in China can be enriched and developed, and provide theoretical support and reference measures for low-carbon transformation of resource-based and resource-exhausted cities such as Tongchuan.
