生态城市建设的困境与对策——以制度保障为视角

【摘要】：近年来,生态城市建设的进程可谓喜忧参半。一方面,城市建设进程朝着"生态城市"的目标快速推进,"生态城市"成为城市建设与城镇化发展的必选模式,一些城市已开始探索立法推进生态城市建设;另一方面,在生态城市建设过程中遇到困境,出现定位不明确、为政绩工程而建、缺乏指标体系、规划不当、生态文化建设滞后、缺乏法律保障等一系列新问题。如何摆脱困境,成为亟待解决的问题。
[Abstract]:In recent years, the progress of ecological city construction can be described as mixed. On the one hand, the process of urban construction is rapidly advancing towards the goal of "ecological city", and "ecological city" has become the necessary mode of urban construction and urbanization. Some cities have begun to explore legislation to promote the construction of ecological city; on the other hand, In the process of eco-city construction, a series of new problems appeared, such as unclear orientation, lack of index system, improper planning, lag of ecological culture construction, lack of legal guarantee and so on. How to get rid of the predicament has become an urgent problem to be solved.
