城市化、不均等与贫困

【摘要】：1978年改革开放以来,中国经济经历了巨大的结构转型与高速经济增长,以及贫困人口数的下降和不均等现象的上升,城市化无疑在这一过程中扮演了极其重要的角色。在总结现有研究的基础上,进一步研究了城市化对地区间、城乡间的不均等以及城市和农村贫困的影响,研究发现:一方面,城市化能有效减少农村和农民工的贫困,也有助于缩小城乡收入差距和消费差距,城市劳动力市场在其中起到重要作用;另一方面,城市化与城市贫困正相关,关键原因在于农民工与城市工人之间的就业竞争和政府扶贫政策的失效。提出一个对农民工没有歧视的、更具包容性的政策组合可以构成中国城市化进程中的双赢策略。
[Abstract]:Since the reform and opening up in 1978, China's economy has experienced a huge structural transformation and rapid economic growth, as well as the decline of the number of poor people and the rise of inequality. Urbanization undoubtedly plays an extremely important role in this process. On the basis of summarizing the existing research, this paper further studies the impact of urbanization on regional, urban-rural inequality and urban and rural poverty. On the one hand, urbanization can effectively reduce the poverty of rural and migrant workers. It also helps to narrow the urban-rural income gap and the consumption gap, in which the urban labour market plays an important role; on the other hand, urbanization is positively related to urban poverty. The key reason lies in the employment competition between migrant workers and urban workers and the invalidation of the government's poverty reduction policy. A more inclusive policy combination that does not discriminate against migrant workers can constitute a win-win strategy in China's urbanization process.
