高耗能产业间节能减排进程中的协同效应评价及比较研究

【摘要】:目前,全球能源消费量急剧上升,环境污染以及能源短缺等现象也日益严峻。中国作为全球的第二大能源消费国。中国的节能减排问题已然成为社会各界聚焦的热点问题。研究节能减排问题意义重大,对于实现可持续发展至关重要。高耗能产业作为我国工业的基石,在工业及国民经济中位于主导地位,其高速发展带动工业经济快速增长,但同时,高耗能产业存在着高能耗、高排放的问题。本文建立一个高耗能产业间节能减排协同发展的评价体系,在该体系中,将灰色关联度分析、有序度分析和协同评价模型有机的结合在一起,以期利用该体系对高耗能产业节能减排问题进行全面的、科学的分析。结果表明:(1)高耗能产业自2002年至2014年,能源消耗呈不断增长,能源结构以煤炭为主,煤炭的平均比重高达76.96%。从三废排放角度分析,工业污染排放废水居多,废气较少,固体废弃物最少。(2)根据灰色关联分析结果显示,四个典型的高耗能产业的工业总产值、各项能源消耗量与其三废排放量之间的灰色关联度都是显著的,且整个高耗能产业群的各项因素关联度平均值为0.8286。其中,煤炭、石油的关联度影程度较高,电力、工业总产值次之;天然气的影响最小。分行业比较,火电产业的关联度最高,依次是建材产业、化工产业,而冶金产业的关联度最低。(3)根据协同评价模型,在高耗能产业间复合系统的节能减排协同度中,化工与建材产业协同度最高,其次冶金与化工产业,依次是冶金与建材、冶金与火电、建材与火电、最低是化工与火电,,火电产业相关的协同度较为落后,火电产业应从经济发展和环境改善两方面着手,提升其与各高耗能产业间的协同度。
[Abstract]:At present, global energy consumption is rising sharply, environmental pollution and energy shortage are becoming increasingly severe. China is the second largest energy consumer in the world. The problem of energy saving and emission reduction in China has become a hot issue focused by all walks of life. It is of great significance to study energy saving and emission reduction, which is of great importance to the realization of sustainable development. As the cornerstone of China's industry, high energy consumption industry plays a leading role in industry and national economy. Its rapid development leads to the rapid growth of industrial economy, but at the same time, the problem of high energy consumption and high emission exists in high energy consumption industry. In this paper, an evaluation system of energy conservation and emission reduction coordination development among energy-consuming industries is established. In this system, the grey correlation analysis, the order degree analysis and the cooperative evaluation model are organically combined. The purpose of this paper is to make a comprehensive and scientific analysis of energy saving and emission reduction in high energy consuming industries. The results show that: (1) from 2002 to 2014, the energy consumption of high energy consumption industry is increasing, the energy structure is mainly coal, the average proportion of coal is as high as 76.96. From the point of view of the discharge of three wastes, the industrial pollution discharge wastewater is the majority, the waste gas is less, and the solid waste is the least. (2) according to the grey relation analysis, the industrial output value of the four typical high-energy consuming industries, The grey correlation degree between the energy consumption and the emission of the three wastes is significant, and the average factor correlation degree of the whole energy consuming industry group is 0.8286. Among them, the correlation degree of coal and oil is relatively high, electric power and industrial output are the second, and natural gas has the least influence. By industry comparison, the correlation degree of thermal power industry is the highest, followed by building materials industry, chemical industry, while metallurgical industry has the lowest correlation degree. (3) according to the collaborative evaluation model, in the energy conservation and emission reduction synergy degree of the high energy consumption industry composite system, The degree of coordination between chemical industry and building materials industry is the highest, followed by metallurgy and chemical industry, metallurgy and building materials, metallurgy and thermal power, building materials and thermal power, the lowest is chemical and thermal power, thermal power industry is relatively backward, Thermal power industry should start from the two aspects of economic development and environmental improvement to enhance the synergy between thermal power industry and various energy-consuming industries.
