国家战略引领下的我国创新型城市研究:模式、路径与评价

【摘要】：创新型城市是国家创新战略的重要空间形态。随着我国城市化进程的不断加快和创新驱动发展的持续深入,创新型城市日益成为研究热点。立足于本土语境,通过对我国近10年来相关研究的回顾,对国家战略引领下的创新型城市的内涵演进、发展模式与建设路径、评价体系等方面进行总结与反思。在此基础上,提出未来创新型城市的研究应解决实践中的"标杆化"泛滥与理论研究"政策性"缺失的问题;在国家整体创新战略的空间组织结构调整中,应与"城市群"研究相互融合支撑;应突破现有创新型城市评价实践和研究的"同质化指标困境",由"项目评价"转向更具针对性的"政策评价"。
[Abstract]:Innovative city is an important spatial form of national innovation strategy. With the accelerating process of urbanization and the continuous deepening of innovation-driven development, innovative cities have become a hot research topic. Based on the local context, this paper summarizes and reflects on the connotation evolution, development mode and construction path, evaluation system and so on of innovative cities under the guidance of national strategy through the review of relevant studies in recent 10 years in China. On this basis, it is proposed that the future research of innovative cities should solve the problems of "benchmarking" in practice and the lack of "policy" in theoretical research. In the adjustment of the spatial organization structure of the national overall innovation strategy, the research of "urban agglomeration" should be integrated with each other. It is necessary to break through the "homogeneous index dilemma" in the practice and research of innovative city evaluation, and shift from "project evaluation" to more targeted "policy evaluation".
