双向路径下的广州市城市增长边界研究

【摘要】:随着工业化、城镇化进程的快速推进,城市空间的急剧扩张,对国家粮食安全、耕地保护及生态环境造成较为严重的威胁,同时建设用地的无序扩张造成城市空间结构松散,用地闲置或浪费严重,土地利用效率低下。上述问题的产生迫切要求城市增长模式向外延扩张与内涵发展相结合的模式转变,向建设发展需要与生态保护统筹兼顾转变,以实现城市可持续发展。作为城市增长管理最有效和方法之一,城市增长边界在协调保护与发展需求之间起到了重要作用。本文在梳理并分析现有城市增长边界相关研究的问题后,尝试采用双向路径的规划理念,综合考虑城市增长与生态约束两方面的因素,构建城市增长边界划定的理论设计框架,并以广州市为典型案例提出具体的划定方法,以期完善城市增长边界的理论体系与技术方法。本文以Arc GIS平台为技术支持,以广州市为实证研究区域,在分析了广州市城市空间扩张的基础上,着重进行双向路径下的广州市城市增长边界研究,结果表明:(1)各时期广州市城市空间扩张具有明显的圈层式扩张特点,主要表现为从中心向外围扩张,而不同时期的扩张活跃区域则以一定的时序从中心向外围逐步推进,且高度活跃于北-北、北-东、东-东、南-东4个象限;(2)在众多的影响因子中,自然环境是城市空间扩张的基本限制因子,社会经济是城市空间扩张的主要驱动因子,区位交通对城市空间扩张具有特定的指引性作用,宏观调控则在一定时期内决定了城市空间扩张的方向与强度;(3)基于双向路径下划定的广州市城市增长边界,在满足未来城市建设发展需求的前提下,能有效地遏制建设用地向高生态敏感性区域蔓延与侵占,最大限度地实现生态用地保护与生态系统结构完整维持;(4)与“正向规划”、“反向规划”相比,无论在方法体系上还是具体划定方法上,双向路径下的城市增长边界划定均具有更高的先进性与可操作性。而与广州市规划实践相比,本文划定的城市增长边界在大体方向上具有一致性,但个别区域存在一定的差异,划定结果整体而言更为精细、更具参考价值。
[Abstract]:With the rapid development of industrialization and urbanization, the rapid expansion of urban space poses a serious threat to national food security, cultivated land protection and ecological environment. At the same time, the disorderly expansion of construction land causes the urban spatial structure to be loose. Land use is idle or wasteful, and the efficiency of land use is low. The above problems urgently require the transformation of urban growth model to the combination of extension and intension development, to the need of construction and development and ecological protection, in order to realize the sustainable development of the city. As one of the most effective and effective methods of urban growth management, urban growth boundary plays an important role in coordinating protection and development needs. After combing and analyzing the problems of the existing research on urban growth boundary, this paper tries to construct the theoretical design framework of urban growth boundary demarcation by adopting the planning concept of two-way path and synthetically considering the two aspects of urban growth and ecological constraints. In order to perfect the theoretical system and technical method of urban growth boundary, this paper puts forward a specific method of delineating the city's growth boundary by taking Guangzhou as a typical case. This paper takes Arc GIS platform as the technical support, Guangzhou as the empirical research area, based on the analysis of the urban spatial expansion of Guangzhou, focuses on the two-way path of Guangzhou city growth boundary research. The results are as follows: (1) the urban spatial expansion of Guangzhou has obvious characteristics of layer expansion in each period, which is mainly manifested in the expansion from the center to the periphery, while the active areas in different periods are gradually advancing from the center to the periphery in a certain time series. It is highly active in four quadrants: North-north, north-east, east-east, south-east; (2) among the many influencing factors, natural environment is the basic limiting factor of urban spatial expansion, social economy is the main driving factor of urban spatial expansion, location traffic has a specific guiding role to urban spatial expansion. The macro-control determines the direction and intensity of urban spatial expansion in a certain period. (3) on the premise of meeting the needs of urban construction and development in the future, the urban growth boundary of Guangzhou defined under the two-way path can effectively curb the spread and encroachment of construction land into highly ecologically sensitive areas. Ecological land conservation and ecosystem structure maintenance should be realized to the maximum extent; (4) compared with "forward planning" and "reverse planning", the demarcation of urban growth boundary under two-way path is more advanced and operable than that of "forward planning" and "reverse planning". Compared with the planning practice in Guangzhou, the urban growth boundary delineated in this paper is consistent in general direction, but there are some differences in some regions, and the result of delineation is more precise and more valuable for reference.
