青岛市建设房屋应急维修资金管理平台项目的研究

【摘要】:在我国,城市房屋维修资金管理起步较晚,在早期房改体制下发展较为缓慢。但近十几年,随着城镇住房体制改革的不断深化以及新型城镇化发展需要,在城市房屋维修方面,对于维修资金职能部门管理的要求越来越高,社会普遍对房屋维修资金使用难的问题反应强烈。一方面,政府部门有责任有义务确保维修资金规范使用,从而形成审批流程复杂,时间周期长;另一方面,在紧急突发情况下,百姓想立刻使用资金维修房屋,减少损失。两者之间的矛盾在目前单单依靠压缩或缩减审批流程不能完全解决,管理缺乏统一的标准和预警预报维修预案。因此,本文所研究的就是设计和实现房屋应急维修资金管理系统,在房屋出现紧急突发维修的情况下,建立应急维修资金,统一应急预案标准和审批流程。随着信息化科学技术的不断进步,信息服务技术和大数据在政府管理中得到有效发挥,逐渐将孤立、分散的公共服务资源整合,形成城市中跨层级、跨部门信息共享和业务协同,多政府部门联合监管和协同服务,使得建立独立的房屋应急维修资金,各部门联合协同监管成为可能,从而提升政府管理部门的公共服务水平。
[Abstract]:In China, the capital management of urban housing maintenance started late and developed slowly under the early housing reform system. But in the past decade, with the deepening of urban housing system reform and the development of new urbanization, in urban housing maintenance, the management of functional departments of maintenance funds is becoming more and more demanding. The society generally responds strongly to the problem of difficult use of housing maintenance funds. On the one hand, government departments have an obligation to ensure the standardized use of maintenance funds, so that the approval process is complicated and the time period is long; on the other hand, in emergency emergencies, people want to use funds to repair houses immediately to reduce losses. At present, the contradiction between the two cannot be completely solved by simply reducing or reducing the approval process, and the management lacks of unified standards and maintenance plans for early warning, forecasting and maintenance. Therefore, what this paper studies is to design and realize the building emergency maintenance fund management system, in the case of emergency maintenance, establish the emergency maintenance fund, unify the emergency plan standard and approval process. With the continuous progress of information science and technology, information service technology and big data have been effectively brought into play in government management, gradually integrating isolated and scattered public service resources, forming a cross-hierarchy in the city. Cross-departmental information sharing and business cooperation, multi-government joint supervision and collaborative services, make it possible to establish independent housing emergency maintenance funds, and all departments to jointly supervise and control, thereby improving the level of public service of government management departments.
