共享发展何以可能:一个劳资利益失衡纠偏的视角

【摘要】:共享发展是新发展理念的最终落脚点,直面改革开放以来不断蓄积的利益失衡问题。作为利益失衡问题的轴心,劳资利益失衡问题在劳动报酬、劳动时间和劳动强度等方面充分显现,成为当前共享发展面临的最严峻挑战。在改革开放的整体视域下,劳资利益失衡是宏观所有制结构变迁、中观产业结构变迁以及微观企业组织结构变迁的共同结果。结合劳资利益失衡的形成逻辑,当前应通过宏观、中观与微观的三维度结构性调整对劳资利益失衡进行系统纠偏,以之推进共享发展。
[Abstract]:Shared development is the ultimate foothold of the new concept of development, facing the problem of unbalance of interests accumulated since the reform and opening up. As the axis of the imbalance of interests, the imbalance of the interests of labor and capital is fully manifested in the aspects of labor compensation, working time and labor intensity, which has become the most severe challenge facing the current shared development. Under the overall view of reform and opening up, the imbalance of labor interests is the common result of the changes of macro-ownership structure, meso-industrial structure and micro-enterprise organizational structure. Combining with the formation logic of the imbalance of labor and capital interests, we should correct the imbalance of labor and capital interests systematically through the structural adjustment of macro, meso and micro degrees, so as to promote the shared development.
