国外特殊工种退休政策对我国的启示

【摘要】：正为了保护特殊工种职工的劳动利益,我国自1951年起相继颁布出台了相关政策,以调动劳动者生产和建设的积极性,促进经济的恢复和顺利发展。但是,随着经济体制改革的深入,工艺技术的革新,加之我特殊工种退休政策完善滞后,导致特殊工种认定难、养老保险基金负担、市场供需矛盾增加等问题的出现,如何完善特殊工种退休政策,我们可以借鉴国外的政策。一、国外特殊工种政策的做法(一)明细特殊工种分类在国外,特殊工种这一概念存在与否,鉴定标准、目录覆盖范围都因各国具体情况而不同。例如,美国,英国并没有特殊工种这一
[Abstract]:In order to protect the labor interests of special workers, China has issued relevant policies since 1951 in order to mobilize workers' enthusiasm for production and construction and to promote the recovery and smooth development of the economy. However, with the deepening of the reform of the economic system, the innovation of the technological technology, and the lag in the improvement of the retirement policy of our special types of work, it has led to the emergence of such problems as the identification of the special types of work, the burden of the pension insurance fund, the increasing contradiction between supply and demand in the market How to improve the retirement policy of special types of work, we can draw lessons from foreign policies. (1) the classification of special jobs in foreign countries, whether the concept of special jobs exists or not, the criteria of appraisal and the coverage of catalogs vary according to the specific situation of each country. For example, there are no special jobs in the United States and Britain.
