京津冀地区城市土地集约利用评价

【摘要】:城市土地是城市人口和各种经济要素的载体,是城市功能的基础,在城市的发展过程中起着不可替代的重要作用。在城市化水平不断提高的大背景下,用日趋紧张的城市土地存量难以满足日益增长的城市建设用地需求,势必走节约集约用地道路。京津冀是中国北方最活跃的经济区,在中国社会经济发展中占据重要地位,对其开展城市土地集约利用评价,有利于全面掌握区域城市土地利用情况,可进一步提高土地利用效率,促进城市用地可持续利用。本文在分析城市土地集约利用内涵及相关理论的基础上,结合京津冀土地统计数据、经济社会数据与土地利用现状,对京津冀地区城市土地集约利用水平作了全面定量评价。通过构建京津冀地区城市土地集约利用评价指标体系,运用全局主成分分析(GPCA)对多维数据进行简化,提取了2005-2014年城市土地集约利用的主要影响因子和分析城市土地集约利用水平,进而提出了提高城市土地集约利用水平的对策和建议。研究结果如下:1、2005-2014年城市土地集约利用水平呈现出波动上升趋势,2010年增幅最大。京津冀地区城市中土地集约水平变动浮动最小的为张家口市;城市土地集约利用得分增幅最小为承德市。2、京津冀地区城市土地利用集约利用影响因素具有突出的城市特性,保定市、邯郸市、唐山市等工业基础雄厚的地市,主要影响因素中产业驱动因素状态值较好,作用力大;而秦皇岛市、张家口市等旅游资源丰富的地市,主要影响因素中环境建设因素状态值则就较大。但总体来看,经济因素对土地集约利用水平的提升作用显著。3、本研究将城市土地集约利用水平共划分为4类;以2014年为例,京津冀城市土地集约利用水平显著提高,可分为3类:北京市、天津市属于集约利用;张家口市、承德市处于轻度粗放利用;河北其他9市为轻度集约利用。4、京津冀地区城市土地集约利用水平具有明显的空间分布特征即“京津高与周围低”、“东高、西北低、中稳定”。
[Abstract]:Urban land is the carrier of urban population and various economic elements, is the basis of urban function, and plays an irreplaceable important role in the process of urban development. Under the background of increasing urbanization level, it is difficult to meet the increasing demand for urban construction land with the increasingly tense urban land stock, so it is bound to take the road of economizing and intensive land use. Beijing-Tianjin-Hebei is the most active economic zone in northern China, which occupies an important position in the social and economic development of China. To carry out intensive evaluation of urban land use in Beijing-Tianjin-Hebei region is conducive to a comprehensive grasp of the regional urban land use situation. It can further improve the efficiency of land use and promote the sustainable use of urban land. Based on the analysis of the connotation of intensive urban land use and related theories, this paper makes a comprehensive and quantitative evaluation on the level of intensive urban land use in Beijing-Tianjin-Hebei region, combining with the land statistical data, economic and social data and the present situation of land use in Beijing-Tianjin-Hebei region. Through constructing the evaluation index system of urban land intensive use in Beijing-Tianjin-Hebei region, and using the global principal component analysis (GPCA) to simplify the multidimensional data, This paper extracted the main influencing factors of urban land intensive use from 2005 to 2014 and analyzed the urban land intensive use level, and then put forward the countermeasures and suggestions to improve the urban land intensive use level. The results are as follows: 1. Urban land intensive use level fluctuated from 2005 to 2014, with the largest increase in 2010. Zhangjiakou is the least fluctuating urban land intensive level in Beijing-Tianjin-Hebei region. The minimum increase in urban land intensive use score was Chengde City. 2. Urban land use intensive use factors in Beijing-Tianjin-Hebei region have prominent urban characteristics. Baoding City, Handan City, Tangshan City and other cities with a strong industrial foundation, Among the main influencing factors, the industrial driving factors have good state value and great force; Qinhuangdao City, Zhangjiakou City and other cities rich in tourism resources, the main influencing factors of environmental construction factors are larger. However, in general, economic factors play a significant role in promoting the intensive use of land. 3. In this study, the intensive use level of urban land was divided into four categories; Taking 2014 as an example, the intensive land use level of Beijing-Tianjin-Hebei city has been significantly improved, which can be divided into three categories: Beijing, Tianjin, Zhangjiakou, Chengde, is in light extensive use; The other 9 cities in Hebei are light intensive utilization. 4. The intensive utilization level of urban land in Beijing-Tianjin-Hebei region has obvious spatial distribution characteristics, that is, "Beijing-Tianjin high and surrounding low", "east high, northwest low, middle stable".
