就业市场扭曲、人力资本积累与阶层分化

【摘要】:转型时期的社会阶层分化,部分源于就业市场中的人力资本积累策略差异性及其"极化效应",而这又根源于被扭曲的就业市场。从政策冲击和就业市场扭曲的角度出发,本文通过构建一个基准模型来说明就业环境与个体人力资本积累之间的关系。研究发现:每个就业者都会根据就业环境和自身成本收益进行人力资本积累程度的决策,就业环境的恶化会使不同群体的人力资本积累表现出"极化效应",进而影响到社会阶层分化。进一步,本文结合我国的实际情况,从性别歧视、行业分割、户籍壁垒、关系网络和最低工资法等多个角度对基准模型进行了拓展分析,从而在统一的框架下解释了就业市场中不同群体、不同时期的人力资本积累的差异性与阶层分化。因此,要构建"橄榄型"社会,就必须不断通过政策调整,修正扭曲的就业市场,使社会中的人力资本积累和阶层形成良性分布,从而推动经济长期增长。
[Abstract]:The differentiation of social strata in the transitional period is partly due to the difference of human capital accumulation strategy and its "polarization effect" in the job market, which in turn originates from the distorted job market. From the point of view of policy impact and distortion of job market, this paper explains the relationship between employment environment and individual human capital accumulation by constructing a benchmark model. It is found that each employed person will make a decision on the degree of human capital accumulation according to the employment environment and his own cost and income, and the deterioration of the employment environment will make the human capital accumulation of different groups show a "polarization effect", which will affect the differentiation of social strata. Furthermore, based on the actual situation of our country, this paper extends and analyzes the benchmark model from the angles of gender discrimination, industry segmentation, household registration barriers, relational network and minimum wage law, so as to explain the differences and class differentiation of human capital accumulation in different groups and periods in the job market under a unified framework. Therefore, in order to build an "olive" society, we must constantly adjust policies and correct the distorted job market, so that the accumulation of human capital and the formation of benign distribution of strata in society, so as to promote long-term economic growth.
